1
Expanding the QIAT Environments Beyond IDEA An
Adventure in WIKI World
  • Bryan Ayres Technology and Curriculum Access
    Center, Easter Seals Arkansas
  • Russ Holland - Adirondack AccessAbility, Inc.
  • Gayl Bowser, Assistive Technology Collaborations
  • Janet Peters, Great Lakes ADA Center, DBTAC
  • And all of the current and future wiki editors
and partners interested in expanding the QIAT
    discussions

2
Continuing the Conversation
  • QIAT Indicators for Assistive Technology in Post
    Secondary Environments

3
QIAT Grows Up
  • What happens when we leave public education and
    IDEA behind?
  • The world of work?
  • Further education?
  • Other program options?
  • What are the options in these environments for
appropriate access to assistive technology tools
    and services?

4
QIAT Grows Up?
  • Do these options work?
  • Why?
  • Why not?
  • Is there Quality?
  • How might they be improved?
  • How might the QIAT experience to date be applied
in support of these growing up environments?

6
QIAT Background
  • Purpose and Rationale
  • Demonstration of Need
  • Intended beneficiaries

7
QIAT is.
  • An approach to program improvement
  • Tool to assure quality of services
  • Tool to increase consistency of services
  • Tool to support implementation IDEA and other
    legal mandates

8
Purpose of QIAT
  • Tool to guide in the improvement of AT services
in order to improve student results
  • NOT competencies for service providers, but
require the preparation and availability of
    competent service providers

9
Need for Guidelines
  • AT has been in IDEA for more than a decade
  • Issues are complex
  • Vast numbers of people involved for the first
    time
  • IEP teams are often unprepared
  • Training and support are in short supply to meet
    the need

10
Beneficiaries of QIAT
  • school districts - quality AT services
  • service providers - continuous improvement
  • consumers - integrated AT services
  • universities - competent service providers
  • policy-makers - judicious policy

11
Where QIAT Is
  • Quality Indicators , Intent Statements and Common
    Errors for Eight Areas
  • QIAT Implementation Matrix
  • Listserv, Presentations and Publication
  • Research-validated content
  • Research-based revisions

12
Quality IndicatorsEight Areas
  • Administrative Support
  • Consideration
  • Assessment
  • IEP Development
  • Implementation
  • Evaluation of Effectiveness
  • Transition
  • Professional Development and Training

13
Assumptions for
ALL QIAT Areas
  • Legally correct
  • Involve on-going collaborative work
  • No conflict with codes of ethics
  • Applicable regardless of the model of service
    delivery
  • Applicable to other service plans

14
QIAT Matrix
  • Innovation Configuration Matrix (ICM) based on
    the work of Hall Hord
  • Provides a guideline for self-assessment of
perceived current status of assistive technology
    service delivery
  • Guides in planning for continuous improvement of
    assistive technology services

15
Caveats about the QIAT Matrix
  • Descriptive steps are meant to provide direction
for collaborative self-evaluation and may not be
appropriate, as written, for all environments
  • If necessary, revise the descriptive steps to
work more effectively in your environments

16
Quality AT Services in Post School Environments
There are many ways to do it right!
17
What area is most closely aligned to your
interests and/or responsibilities?

  • Consideration 1
  • Assistive technology devices and services are
considered for all students with disabilities
regardless of type or severity of disability.
  • Intent Consideration of assistive technology
need is required by IDEA 97 and is based on the
unique educational needs of the student. Students
are not excluded from consideration of AT for any
reason. (e.g. type of disability, age,
    administrative concerns, etc.)
