UK Renewables Policy

• EUs Renewables Directive sets EU target of 12
  energy from renewables by 2010
• UK target - 10 UK electricity consumption by
  2010
• Since February 2000, UK renewables policy has
  consisted of four key strands
• New Renewables Obligation on all electricity
  suppliers in UK to supply a proportion of
  electricity from eligible renewables
• Exemption of electricity from renewables from the
  Climate Change Levy
• Expanded support programme for new and renewable
  energy including capital grants and an expanded
  RD programme
• Development of a regional strategic approach to
  planning and targets for renewables

• RESTATS - the UK Renewable Energy STATisticS
  Database
• Provides accurate up-to-date energy statistics
  from UK Renewable Energy sources
• Began in 1989 initially part funded by DTI and
  Statistical Office of the European Communities
  (SOEC)/Eurostat
• Development of methodologies
• Time series information from 1989 to present day

• Assess UKs performance
• National Government targets towards EC Directive
• Regional progress towards targets imposed on
  RGOs
• European Context Eurostat (SOEC)
• World Context International Energy Agency (IEA)
• Effects of legislative changes e.g., clinical
  incineration, wood combustion
• Vital project, key to assessing success of the
  New Renewable Energy Programme and the UKs
  progress to its target of 10 of electricity from
  renewables by 2010

  estimates based on sub-sample

• Telephone follow up of non-respondents - February

  of the technology becomes important

• Energy White Paper Promote competitive energy
  markets within and outside the UK
• More subjective
• In the past NFFO 1/2 had competitiveness built in
• NFFO 3/5, SRO and NI-NFFO had technology banding
  bid process sometimes resulted in optimistic
  assumption about price.
• ROCs make money within terms of obligation not
  necessarily cheapest - ease of planning
  permission and grid connection determines where
  sited

Evolution of RESTATS

• Collection of renewables statistics is an
  ever-evolving field
• Government has encouraged a regional strategic
  approach to planning and targets for renewables
• Interest in regional data owing to targets
  imposed by Government on RGOs
• Provided regional data for the last three years
  in support of these regional initiatives
• To maintain confidentiality it has been necessary
  to combine the
• Data for some regions
• Renewable sources into four categories
• RGOs data requirements sometimes different to
  DTIs
• Potential schemes (planning)
• Site data (promotional publicity)

Regional Surveys?

• Some RGOs wish to collect their own renewable
  energy statistics
• If these become reliable sources of data, prudent
  for RESTATS to link up with the activities of
  these RGOs
• If RGOs are going to become involved in this
  field methodologies used should be consistent
  with those used within RESTATS
• A standard methodology is the KEY TO SUCCESS
