Requirements
  • A Third Grade Summer Academy Reading Program
    shall incorporate the content of a reading
    program administered by the Oklahoma Commission
    for Teacher Preparation or a scientifically based
    reading program administered by the State Board
    of Education.

Teacher Qualifications
  • Teachers who are certified as Reading Specialist
  • Teachers who have completed Literacy First
    Training
  • Teachers who have completed a Reading First
    Summer Reading Academy
  • Teachers who have completed the Effective
    Reading Instruction Training (Dynamic Indicators
    of Basic Early Literacy Skills-Phase III)

Optional Programs
  • School districts may approve an option for
    students who are unable to attend a summer
    reading academy.
  • School districts shall not be required to pay for
    the optional program, but shall clearly
    communicate to the parent or guardian the
    expectations of the program and any cost involved.

Optional Programs
  • Optional programs may include, but are not
    limited to an approved private tutor, an approved
    computer or Internet-based instruction, or an
    approved program of reading instruction monitored
    by the parent or guardian.

Eligible Students
  • Third grade students determined not to be reading
    at grade level, based on an approved Reading
    Sufficiency Act assessment
  • Basic Early Assessment of Reading (BEAR)
  • Dynamic Indicators of Basic Early Literacy Skills
    (DIBELS)
  • Literacy First Assessment Battery

Eligible Students
  • Section 2 amends 70 O. S. 1210.508E of the
    Reading Sufficiency Act related to implementation
    of the Summer Academy Reading Programs for
    English Language Learners.
  • A third-grade student who is an English language
    learner and is found not to be reading at the
    third-grade level shall be eligible to
    participate in a summer reading remediation
    program.

Ineligible Students
  • Students who have an individualized education
    program pursuant to the Individuals with
    Disabilities Education Act (IDEA) who have
    satisfied their annual goals of the
    individualized education program for that
    student. (70 O.S. 1210.508E)

Required Instructional Time
  • The summer academy reading program for students
    shall be courses that provide at least four (4)
    weeks of instruction a half (1/2) day each day
    for four days. (70 O.S. 1210.508D) (OAC
    21015-27-1)

Parent Notification
  • Parents of third grade students who are reading
    below grade level are to be notified by the end
    of the second quarter of the following
  • Reading level of the student.
  • Program of reading instruction for the student.
  • The potential need for the student to
    participate in a summer academy or alternate
    program.

Summer Academy Reading Program Allocation
  • Contingent upon the availability of appropriated
    funds, the State Department of Education will
    award up to 400 to public school districts for
    each eligible currently enrolled student who is
    found not to be reading at grade level and who
    subsequently participates in a summer academy
    reading program as defined in the Reading
    Sufficiency Act. (70 O.S. 1210.508D)

Summer Academy Reading Program Allocation
  • Section 1 amends 70 O. S. 1210.508D of the
    Reading Sufficiency Act.
  • A school district which has ten or fewer students
    participating in a summer reading remediation
    program may be allocated a base amount of One
    Thousand Five Hundred Dollars (1,500.00) for the
    program which shall be in addition to the
    per-student reimbursement amount provided.

Expenditures
  • Reading Sufficiency funds allocated from the
    student count must be used for expenses relating
    to approved summer academy reading programs for
    participating eligible students. (OAC 21015-27-1)

  • The OCAS Project Reporting Code for Summer
    Academy Reading Program Claims is Project Code
    366.

Expenditures
  • The Summer Academy Reading Program claims are due
    to the State Department of Education, Office of
    Standards and Curriculum, Friday, August 14,
    2009.
  • Receipts and invoices must accompany claims.

Reporting Requirements
  • Each district will submit the number of eligible
    third grade students who may participate in an
    approved summer academy reading program based on
    results from an approved assessment as outlined
    in the Reading Sufficiency Act. (OAC 21015-27-1)

Reporting Requirements
  • The Summer Academy Reading Program Report will be
    due and must be certified by the superintendent
    by Friday, May 1, 2009, through the School
    District Reporting Site (SDRS).

Reporting Requirements
  • If your district chooses to offer other options
    for remediation and will not use RSA Summer
    Academy Reading Funds, we request that you check
    the release of funds option on the RSA Summer
    Academy Reading reporting site on or before
    Friday, May 1, 2009.

Reporting Requirements
  • Districts offering a Summer Academy Reading
    Program will submit the name(s) of teachers who
    will teach the Third Grade Summer Academy Reading
    Program along with completed training or
    certification.

  • Districts offering a Summer Academy Reading
    Program will submit the dates and hours of
    operation for their Third Grade Summer Academy
    Reading Program.
