- Singapore is steadily transforming to a
well-connected society with infocomm-savvy users. - Pervasive usage of infocomm
- As of 2004, 74 of Singaporeans own computers
(65 of households) - From basic to more sophisticated usage of
infocomm - Today, 95 of Internet users (above 15 years old)
use email, 82 retrieve online information, 62
download application software - 56 of government transactions carried out online
- Results achieved so far
- 1st in World Economic Forums Networked Readiness
Index for 2004 - Singapores eGovt services awarded the UN Public
Services Award in 2005 Singapore ranked 2nd for
the 4th year running in Accenture's e-Government
leadership survey in 2004. - Focus for the next 10 years
- Growing the infocomm sector, using ICT to enhance
competitiveness of key economic sectors and
building on the strengths of a well-connected
society
3Through private-public efforts to boostICT
supply and demand
- Public sector efforts should aim to stimulate
both ICT supply and demand - Government can boost supply by
- Developing infrastructure and manpower
capabilities that support e-businesses - Providing advanced e-government services and
applications - Fostering a pro-business regulatory environment
regulations should identify loosen or eliminate
economic bottlenecks market forces to determine
market outcomes wherever possible - And encourage demand by
- Encouraging citizens to adopt e-lifestyle, e.g.
through efforts that promote e-literacy,
awareness of broadband benefits, etc. - Public sector efforts must also engage the
private sector to effectively harness ICT for
development and growth - Government can partner private sector efforts to
jointly develop ICT, e.g. through grants,
public-private collaborations on ICT RD etc

5IDAs role in stimulating Supply
- Infrastructure and Infocomm skills necessary for
ICT growth are set in place - Infrastructure Development
- Singapore a trans-cable hub of 26Tbps with
superb connectivity globally - Source IDA
- Boost to broadband competition with May 2005
spectrum allocation to wireless broadband

- Industry collaborations that support the
implementation of e-Government and e-business are
identified and managed - Business Rule Management Systems, IDA-ILOG
collaboration, expected to generate S10 mil in 3
years - Grid Computing Architecture Programme,
IDA-Oracle 3-year collaboration worth S25 mil - Collaborative High-Tech Manufacturing Plan to
develop integrated and responsive supply chains
in Singapores manufacturing sector - More than 1600 e-Govt services and applications
available online - More than S2.2bil worth of IT tenders to be
called in FY2005 - Skills / Capability building
- iLIUP (Infocomm Local Industry Upgrading
Programme) - CITREP (Critical Infocomm Technology Resource
Programs) - Regulatory policies that encourage entry and
competition are established

- Programmes that cultivate e-lifestyle are
developed - Annual e-Celebrations campaign, comprising
various months-long events to promote e-lifestyle
among Singaporeans - IT training to boost e-literacy is encouraged
through National IT Literacy Programs (more to
increase the IT literacy of the general
population) - Development of a national trust mark initiative
to promote good e-business practices and heighten
confidence among businesses and consumers

- To engage the private sector, IDA offers
- Sector-specific schemes and grants to ICT
companies - Partnership opportunities between foreign and
local ICT companies - Recognition of public/private sector achievements
