Title: Update on the Million Solar Roofs Initiative

1
Update on the Million Solar Roofs Initiative
  • October 2002
  • Heather Mulligan
  • U.S. DOE
  • Seattle Regional Office

2
Benefits MSR Partnership provides the Solar
Program
  • A large, motivated, community-based, volunteer
    solar workforce
  • Valuable feedback from the trenches on
  • Local markets
  • Successful strategies for increasing solar
    adoption
  • System performance
  • Program information and analysis
  • A framework for sharing solar information and
tools to reduce redundancy and maximize results
  • Big impact relative to resources devoted

3
Status/outcome of 02 activities
  • Partnered with Interstate Renewable Energy
    Council (IREC)
  • Conducted regional Peer Exchanges
  • Revisiting system definitions (what counts)
  • Developing new methods for counting
  • Revamped the partnership grants to encourage more
    accountability
  • Working with National Laboratories to meet more
    MSR Partnership needs.

4
Million Solar Roofs and Interstate Renewable
Energy Council
  • Held coordinated IREC/MSR annual meeting in June
at Solar 2002 in Reno currently coordinating
next meeting in Austin, TX on June 22, 2003
  • IREC now handles these MSR tasks
  • Newsletter (electronic biweekly)
  • Website (Now on Solar Host)
  • Regional meeting facilitation (L. Sherwood)
  • Conference Call Seminar Series
  • List-serve development and maintenance

5
Regional MSR meetings
  • Bringing in experts in regionally relevant
    barrier busting
  • Povide survey of implementation and outreach
    tools that are available
  • Highlight laboratory technical assistance
  • Six held in 2002 Another six planned for 2003

6
MSR System Definitions
  • Plan to explicitly include new types of systems
    currently in the market
  • Plan to revise/simplify system size requirements
  • Intent is to make it easier for partnership to
tally successes. We are now revising our proposal
to the MSR partners with that end more firmly in
    mind.

7
New MSR System Counting
  • Considering allowing partners to count kWs or BTU
and claim roof equivalents if they wish.
  • Eliminates pressure for a bunch of little systems
    rather than larger ones
  • Gives partners partial credit for 100s of too
    small systems
  • Considering counting rehabilitated systems

8
Partnership Grants
  • In 2002 we offered 2 kinds of grants
  • New partnerships grants (Phase 1)
  • Meeting the Commitment (Phase 2) which builds on
    (forces completion of) prior grants
  • FY 2003 Solicitation to be released April/May
timeframe. Expect to award approximately 30-35
    grants.

9
National Labs role in MSR
  • Provide technical assistance
  • Developing information and tools for partnerships
  • Developing working MSR house models
  • Advising on systems definitions and counting
    conventions
  • Conducting Annual MSR Awards

10
MSRI Status 10/1/2002
  • 67 Partnerships
  • Over a million systems pledged 2010
  • Approximately 350,000 systems installed by end of
    CY 2002
  • 35 new 2002 Grants
  • 1.666 M total
  • 19 states
  • 10 new partnership grants
  • 25 Meeting the commitment partnership grants
