• Pressure on PROs to enter the market combined
  with their public mission confronts PROs with a
  dilemma
• Shift universities to mode 2 and the advent of
  KIBS question the raison detre of PROs
• Decrease industrial RD resulting in stronger
  links (grip on) with universities what about the
  mission of the universities?

• What precisely is the mission of PROs in our
  innovation systems?

• What is the raison detre of EPROs vis a vis
  Mode 2 universities and KIBS?
• Do EPROs stil adhere too much to the linear
