Title: COOPERATIVE VEHICLES SYSTEMS in EUROPE

1
COOPERATIVE VEHICLES SYSTEMS in EUROPE
  • Jacques Boussuge
  • ASFA ASECAP ITS Committee
  • Fifth AASHTO International Day
  • ITS World Congress
  • 16 November 2008

2
Summary
  • Vision
  • Organization Leadership
  • Deployment strategy
  • Progress
  • Challenges
  • Areas of potential cooperation

3
VISION
  • Intelligent Vehicles and Infrastructures towards
    Cooperative Systems
  • Wide spread of ADAS and ICT/ITS systems
  • Integration into small and medium class vehicles
  • Acceleration of network traffic management with
accurate and relevant information to users
  • To achieve the next step in
  • Safety
  • Efficiency of road infrastructure
  • Respect of environmental issues

4
Organisation Leadership
  • European level
  • E. Policy ITS Action plan (wider scope than
    Cooperative systems)
  • E. ITS Deployment EasyWay
  • E. Cooperative systems Research CVIS,
    SAFESPOT,COOPERS,
  • National, Regional and Local level
  • RWS (National Road Authorities in The Netherlands
  • SRA (Swedish Road Administration)
  • National Research (e.g. AKTIV and SIM-TD in
    Germany)
  • Support of European associations
  • ERTICO
  • ASECAP
  • ACEA
  • CLEPA

5
ITS ACTION PLAN 1/3initiative of the
European CommissionMajor Challenges for road
transport
  • Lower the impact of mobility on the environment,
    increase energy efficiency
  • Optimise the use of existing infrastructure
    reduce congestion
  • Improve traffic and transport safety and security
  • Communication end 2008, including legislative
    proposal

6
ITS ACTION PLAN 2/3Priority actions and
measures
  • Action Area 1 Optimised use of road, traffic and
    travel data
  • Action Area 2 Traffic Management on European
    Transport corridors and in conurbations
  • Action Area 3 Road safety and security
  • Action Area 4 Better integration of vehicle into
    the global transport system
  • Action Area 5 Data security and protection and
    liability issues
  • Action Area 6 European ITS co-operation and
    coordination

7
Area 4 ITS ACTION PLAN 3/3 Integration of
vehicle into the transport system
  • Functional specifications for an open in-vehicle
    platform
  • Evaluation of co-operative vehicle systems and
    possible alternative deployment strategies
  • Definition of functional specifications for V2V,
    V2I, I2I communication
  • Address standardisation aspects

8
ITS Deployment 1/4What is EasyWay?
  • A project for Europe-wide ITS deployment on main
    (Trans European Road Network)TERN corridors
  • A follow up of 7 ITS deployment projects started
    in 2001
  • Monitoring (detectors, data exchange, CCD,
    AID,..)
  • Traffic management (TCC, .)
  • Information services( VMS, Radio,../incident,
    travel time, speed regulation,
  • Driven by national road authorities and operators
with associated partners including the automotive
industry, telecom operators and public transport
    stakeholders
  • More than 20 member states involved in 2008

9
ITS Deployment 2/4What is EasyWay?
  • clear targets set of ITS European services to
    deploy
  • Traveller Information,
  • Traffic Management and
  • Freight and Logistic Services)
  • A platform that allows the mobility stakeholders
to achieve a coordinated and combined deployment
    of these pan-European services
  • Quantified objectives in safety, fluidity and
    reduction of cO2 emission
  • Funding of 1OO M for 2007-2009 corresponding to
500M of projects (same funding foreseen for
    2010-2011 and 2012-2013)

10
ITS Deployemnt 3/4 EasyWay priorities
  • EasyWay incorporates eight Regions tailored
  • to set up of cross border cooperation
  • traffic management plans on strategic corridors
and on bottlenecks in the specific areas
Mountain passes like Alpine Regions and Pyrenees
  • Heavy traffic corridors
  • Connection to urban net work and public transport
  • Interoperability of services

11
Deployment at European level with EASYWAYphase
1 2007/09, phase 2 2010/11, phase 3 20012/13
  • Traveller information services
  • Freight and logistic services
  • Traffic management services
  • Supported by monitoring (including data exchange
    between TCC)
  • European studies for PanEuropean specifications
  • integration of Cooperative systems and of ETC
systems at the agenda of Phase 2 and 3

12
European RD
  • FP6 specific investigation in cooperative
    systems
  • CVIS, SAFESPOT and COOPERS
  • Start 2006 - End 2010
  • FP7 Intelligent Vehicles and Infrastructures
    towards Cooperative systems
  • Follow up in HMI, including nomadic devices ,
    ADAS and technologies
  • Investigation in Eco driving and green traffic
    management
  • FP7 Field Operational Test on Cooperative Systems
  • PREDRIVE- C2X (2008 2010)
  • Phase 2 of EC-funded FOT Projects (DG INFSO
Call6) focussed on cooperative systems (2011
    2013)

13
FP6Investigation in cooperative systems
Common Showcase in 2010
14
Progress to date
  • 2009
  • Follow up of politic ITS Action Plan
  • Improvement of existing intelligent
    infrastructure within EasyWay
  • Commercial success of existing ADAS, RTTI in car
(Embedded or nomadic) and emergency and
    assistance call in car (e-call)
  • 2010
  • Showcase of CVIS, SAFESPOT and COOPERS
    cooperative systems
  • 2011
  • integration of cooperative systems in EasyWay?
  • Start of European ETC service (delayed to 2013?)

15
Challenges
  • To start a virtuous circle between Road operators
and in car equipment and services industries,
fostered by the ITS action plan
  • Based on mutual improvement
  • Use of different communication media (long,
medium and short range) with roaming
    possibilities (calm and tpeg standards)
  • Giving direct benefits to traffic management and
    drivers
  • New virtual VMS in the car
  • New virtual emergency boxes in the car
  • New virtual sensors in the car

16
Areas of potential cooperation
  • Definition of core services
  • Standards and Requirement
  • Impact assessment
  • User acceptance
  • Benchmark
