Who and What
  • The Department of Transportation (DOT) regulates
    the transport of hazardous materials 49 CFR
    171-179 (HMR)
  • Covers such things as

When do the HMR apply?
  • Transportation of hazardous materials in
    commerce
  • Begins with preparation of material for transport
  • Includes offering for transport, loading, moving,
    unloading, final acceptance

Definitions
  • Hazardous material substance or material which
    has been determined by DOT to be capable of
    posing a risk to health, safety or property when
    transported
  • Hazmat Employer employer who uses employees to
    transport or cause to be transported hazardous
    materials

  • Hazmat Employee individual employed by hazmat
    employer that directly affects hazardous
    materials transportation.
  • Loads, unloads, receives, or handles hazardous
    materials
  • Prepares hazardous materials for transport,
    include paperwork
  • Operate a vehicle used for transport

Penalties
  • Citations, Fines, Imprisonment
  • Fines to the University - 250 to 500,000 per
    violation
  • Individuals may be subject to criminal penalties
    and imprisonment
  • Any person who knowingly and willfully violates a
    provision of the Hazardous Material
    transportation law may be personally fined and/or
    imprisoned.

Training
  • Why? Required by 49 CFR
  • Who? All employees who ship or receive hazardous
    materials
  • From who? Employer must provide this training
  • When? Within 90 days of employment or change in
    job assignment refresher every 3 years

Four Types of Training
  • General Awareness/Familiarization Training
  • Enable employees to recognize and identify
    hazardous materials in shipment
  • Function Specific Training
  • Teach information and skills for job functions
  • Safety Training
  • Hazards of the materials they work with
  • Security Awareness Training
  • Awareness of security risks associated with
    hazardous materials transport

Documentation and Records
  • Employer must certify that each employee was
    trained and tested with regard to that employees
    responsibilities.
  • Training records must be maintained and updated
    every three years.

Hazardous Materials Table (HMT)
  • Designates materials as hazardous for the purpose
    of transport
  • Separated by hazard classes forbids some items
    for modes of transport
  • Proper shipping name
  • Hazard Classes

  • Proper shipping names

  • Packing Groups indicate hazardous within group,
    scale of 1 to 3, 3 being safest

Package Receipt
  • Examine the exterior of all packages before
    accepting them
  • Do Not Accept Any Package with Visible Problems
  • Do Not Touch Any Package that is open, weeping,
    leaking, broken or otherwise compromised
  • Damaged, Wet, or Leaking Packages are the
    Responsibility of the Transporter

  • Handle carefully
  • Store in upright position out of the flow of
    pedestrian traffic
  • Dont stack boxes of hazardous material
  • Carry packages securely or in secondary
    containment
  • Open the correct end of the package
