3Overview of Implementation
- Oakland County Continuum of Care (OCCoC) joined
as a pilot organization in 2002 - Initial implementation began in 2003 and data was
entered beginning September 2004 - Currently 15 service providers participate (11
HUD funded and four (4) non HUD funded providers)
and enter data for 86 programs - HMIS is a single platform database providing an
unduplicated count of homeless people in Oakland
County and Michigan - Participate in the Annual Homeless Assessment
Report (AHAR) as a Continuum - Participate in Extended AHAR and Cultural Study
4Benefits Of Data
- Inform both local and statewide public policy
about the extent and nature of homelessness - Captures client level data and assists agencies
with tracking outcome measures for each homeless
client entered into the system - Allows agencies to pull aggregate data to assist
with writing grants and applying for needed funds - Plan for the reduction/ending of homelessness
with uniform, longitudinal data by which to make
effective programming decisions

- In 2007, 79,940 homeless people receiving
services - 455 organizations statewide entering data
- 24,506 homeless people receiving services in
Region 8 - Will begin gathering information on unmet needs
in 2009

- 15 Agencies entering data for 86 programs
- From October 1, 2007 September 30, 2008, served
2,507 homeless clients - 2084 (83) were adults, 417 (17) children, six
(6) (1) unaccompanied youth - 75 of adults in families were single females
- 477 (24) of adults were chronically homeless

- Approximately 49 of the adults in families are
first time homeless and 39 - are 1-2 times in the past.
- Approximately 36 of the single adults are first
time homeless and 38 - were 1-2 times in the past while 20 were
chronically homeless
10Homeless Primary Reason The leading cause of
homelessness is eviction followed by employment,
substance/alcohol abuse, mental health and
health/disability
