EXERCISE 2 REQUIREMENT

• DISCUSS and ANALYZE the effectiveness and
  legitimacy of key
• state institutions such as the military, the
  police and correction system,
• the judiciary system, civil service and
  parliament The functioning of
• these institutions is considered vital to the
  functioning, sustainable,
• and independence of any state.
• The effectiveness of a peacekeeping operations
  can be best
• judged by determining the effectiveness and
  legitimacy of these key
• institutions of the host nation.

EXERCISE OBJECTIVES

• Thorough discussion in all groups
• Everyone participating
• Include any topic/issue considered pertinent
• Prepare 15-minute brief highlighting
• group conclusions

REQUIREMENT SPECIFICS

• Using the 12 indicators and guidance questions
  as guidelines,
• participants are to propose new guidance
  questions that could be used
• by stakeholders to determine the effectiveness
  and legitimacy
• of these institutions.
• For example, when assessing the military,
  participants should take into
• account Indicator 1,Legitimacy of the State
  Indicator 3,Rule of Law and
• Human Rights Indicator 5,Security
  Apparatus and
• Indicator 6,Regional Setting.
• An example of a guidance question to assess the
  effectiveness of the
• military could be Does the military have the
  necessary expertise to fulfill
• its functions effectively? As to the
  militarys legitimacy, the guidance
• question could be Does the military respect
  human rights?
• Groups are to suggest at least 5 guidance
  questions each for assessing
• the effectiveness and legitimacy of all 5
  institutions.
