Introduction
  • Vehicle Inspections Receives approximately
    300,000 inspection reports annually.
  • The transfer from ICBC to MOT necessitated a
    change for improvement.
  • efficiency of data entry process for facilities
    and Ministry staff
  • Improves quality of data recorded

Current Problems
  • Some facilities and Inspectors are operating with
    expired licensing
  • Fraudulent inspections completed with stolen IDs
  • It takes 1 to 6 months for inspection to appear
    on system
  • Approximately 60 of inspections today, are
    recorded
  • Incomplete
  • Illegible
  • Incorrect registration/VIN numbers
  • Other Data entry errors

Solution
  • Develop a web based e-form that replicates the
    current inspection report
  • Mandatory fields ensure inspection is complete
  • Inspection recorded on system within 24 hours
  • Secure user id (BCeID) required for each person
    to access the e-form system

  • Reduces costs for mailing inspection reports
  • Reduces time spent with incomplete inspections
  • Reduce cost of purchasing stock, example MV 3104
  • Eliminates cost of obsolete stock
  • Reduces time to complete inspection report
  • No need for imprinter machine
  • Reduces possibility of tickets/fines

Impact on Facilities
  • Facility must use e-forms or imprinter machine
  • Have to create user BCeID to access and use the
    system
  • Eform must be completed at time of inspection
  • If Eform system is unavailable then Authorized
    inspector will handwrite the inspection report
  • Facility may apply to use e-forms at any time

Future Goals
  • CVSE Eform system mandatory for all PMP programs
    effective, fall 2006
  • CVSE Eform system mandatory for all S, A and N
    facilities effective Fall, 2007

Ultimate goal a Smooth Transition
Improved Security for Inspectors and PMP or DIF
to prevent fraud. Benefits to Drivers system is
updated immediately so NO or violations on the
system are corrected immediately. Improved
efficiency Saved Information on system will cut
wasted time. Accurate Records
