What are Health Disparities?
  • Differences in the...
  • incidence,
  • prevalence,
  • mortality, and
  • burden of disease or other adverse condition
  • among population segments

4
What are Health Disparities?
Disparities can be based on such factors as
  • age
  • race
  • ethnicity
  • income
  • education
  • occupation
  • gender
  • sexual preference

5
Tobacco-related Disparities
  • Tobacco disparities can be differences in
    tobacco-use prevalence rates, incidence of
    tobacco-related diseases, exposure to secondhand
smoke, industry targeting, quit and relapse
rates, and access to prevention and cessation
    programs.

6
Diversity vs. Disparity
  • Diversity
  • Diversity means that our tobacco control programs
should be truly representative and inclusive of
the communities we serve and should ensure that
all representatives are empowered to participate
    in the decision-making process.

7
Diversity vs. Disparity
  • Disparity
  • Disparity refers to the gap that exists between
    specific populations, based on agreed-upon
    indicators within a set timeframe.

8
Reaching Parity
  • Parity is achieved when equal outcomes for two or
more communities, population groups, etc. are
    reached.
  • Refers to the process by which organizations and
communities participate in achieving the outcome.
  • Achieving parity in a given tobacco control area
is equivalent to eliminating disparities for
    that area.

9
Reaching Parity
  • This process involves improving access to
    planning, decision-making, capacity and
    infrastructure building, funding opportunities,
and other services that address the
disproportionate use of tobacco and/or exposure
    to secondhand smoke.

10
Data IndicatorsHow we measure disparities
  • Tobacco use prevalence rates
  • Degree of exposure to secondhand smoke
  • Relative targeting by the industry
  • Incidence of tobacco-related disease
  • Quit rates
  • Relapse rates
  • Access to prevention and cessation services
  • Other?

WI Disparities Team 6 Major Goals
  • 1. Improve the quality of data to enhance the
    identification of tobacco-related disparities and
drive interventions to reduce those disparities
  • 2. Create diverse partnerships that maximize
funding, resources, and broad-scale impact to
    address tobacco disparities.
  • 3. Increase number of existing tobacco control
programs and strategies that include an emphasis
    on elimination of disparities.

14
WI Disparities Team 6 Major Goals
  • 4. Educate and motivate funders, policy makers
and community opinion leaders to support the
elimination of tobacco disparities for the
    benefit of their constituency.
  • . Increase the capacity of disparately affected
populations to address tobacco related issues.
  • . Determine Best Practice Models in Wisconsin
    to eliminate tobacco disparities.

15
Target your interventions
  • Coalition Development - Address diversity
  • Who should you have on board
  • Social Service Agencies
  • Local tech school or community college rep.
  • Representative from labor unions
  • Faith-based communities representing
    racial/ethnic groups

16
Target your interventions
  • Complete an Environmental Scan
  • Population Assessment
  • S.W.O.T. (Strengths, Weaknesses, Opportunities,
    and Threats)

17
Target your interventions
  • Address Disparities Through Local Policy
  • Policy in AODA and Mental Health clinics
  • Clinical Practice Guidelines in clinics
  • Working with Tribes or other racial/ethnic
    populations Ask/advise/refer to service
    providers
  • First Breath site
  • Access to cessation support in school setting
  • Implementing best practices curriculum
  • Smoke-free workplaces target blue collar workers
  • Smoke-free restaurants target youth

Summary
  • Diversity can be one of the first steps in
addressing disparities. Parity is reached when
equal outcomes for population groups are reached,
or when a disparity is eliminated.
  • In order to identify disparities, quantitative
and qualitative data should be improved.
  • Bringing Everyone Along A Strategic Plan to
    Identify and Eliminate Tobacco-related
    Disparities provides strategies action steps
to address barriers and root causes of the
    disparities.

Discussion
  • What populations have you identified to be
    affected by tobacco-related disparities within
    your community?
  • How can data be improved in your community to
    identify tobacco-related disparities?
  • What strategies are you using to address
    tobacco-related disparities?
