they consider is likely to promote the - - economic,
- - social
- - environmental well-being of their areas,
- in order to respond to the needs of their local
communities.
3What does that mean?
- The power is wide-ranging, and enables local
authorities to improve the quality of life,
opportunity, and health of their local
communities, so linking directly to innovation
and delivery of community strategies. - The breadth of the power is such that councils
can regard it as a power of first resort, and
can consider the impact that this relaxation of
ultra vires will have upon decision-making and
policy development.

Town with 6m to spare says let's build a
hospital By Sam Coates, Political Correspondent
A DISTRICT council has become the first local
authority in Britain to build its own hospital,
in an experiment which is turning the much
criticised Private Finance Initiative on its
head. Wychavon District Council, in east
Worcestershire, is spending 6.7 million to build
a 26-bed hospital in the Georgian market town of
Pershore, population 9,000. The building will
also house a GP surgery with 13 doctors. The
scheme is being funded by the proceeds of the
councils housing stock, which was sold in the
1990s. Council tax, which is the 12th lowest in
the country, will not be directly used. The
council is due to finish the project in
September, then lease it to South Worcestershire
Primary Care Trust, which is in financial
difficulties and making cuts elsewhere in the
region.
5Horsham District Council
- In partnership with West Sussex County Council
(WSCC), - It has provided a park and ride facility for
Horsham town - Built a new bus station, which forms part of the
Blackhorse Way town centre re-development scheme
currently under construction - Is introducing controlled parking zones.
- Together these schemes reduce traffic congestion
and airborne pollution and support local
businesses, addressing three of the councils
