Uganda - Zambia Experiences in Sanitation
  • Both using a Local Structures to promote
    sanitation
  • In Uganda, Strong decentralised structure and
    hence dealing with a scaled-up mode
  • the Zambian WASHE model implementation structure
    support by UNICEF therefore highly dependent.
  • Sanitation also promoted through a parallel
    structure by Government institutions
  • In Uganda, District Water Sanitation Committes
    have been established, the challenge for them to
    provide work plans budgets in order to access
    funds from respective ministries i.e. Health,
    education, water.
  • Districts are challenged to provide BEST
    PRACTICES, which are used by other districts to
    guide planning

  • In Uganda, the sanitation agenda has been
    recognised and is now coming up in policies,
    political level, PRSP,etc
  • In Uganda, coordinated compaigns have been
    conducted for sanitation week and hand washing
  • In Zambia subsidies for rural latrines have been
    piloted (WaterAid, UNICEF). In Uganda it was
    tried and dropped, mainly because the
    administration of the subsidy was difficult
    (effective subsidy with weak admin)
  • In Uganda there are plans to train sanitary
    masons to market the product and increase range
    of product. It is also planned to do more output
    based support.

  • Under urban sanitation, water utilities have been
    mandated to provide sewerage services in both,
    councils with on-site. But in Ugand, master plans
    covering both sewerage and on-site sanitation
    have been completed, giving the opportunity for
    Utilities and Councils to plan together.
  • Funding for sewerage systems is a big problem
  • Peri urban management of public latrines is still
    a big problem
