2Introduction
- iKapa Elihlumayo is our provincial growth and
development strategy, which is geared towards
achieving the Provinces vision A Home for All. - Responds to challenge of unemployment and
poverty. - iKapa Elihlumayo will be driven through Holistic
Governance, based on the needs of a developmental
state. - Elements which underpin Holistic Governance
- Integrated Governance, Cooperative Governance,
Responsive Governance and Globally connected
Governance. - Features of a Developmental State
- Must be people-orientated, partnership-based,
interventionist and well-managed. - Capable of addressing the socio-economic needs of
all its people (poor, marginalised and
historically disadvantaged).

officials at all levels)

societal cleavages, can be overcome, where
violence is banished, where we dont call each
other offensive names, and where suspicion and
mistrust do not lurk on every sports field, in
every office, at the workplace and in our
