2002 TO 2003 SAT/9-CAT/6 ANALYSIS
  • Two year analysis (2002 and 2003) presented 28
    comparison points.
  • While a number of these shifts were downward, two
    separate tests were administered over these
    years.
  • Drops in scores are routine and expected when a
    district starts a new test, particularly a test
    published by another company.

2002 TO 2003 SAT/9-CAT/6 ANALYSIS
  • The four year trend of increasing scores stands
    though a predicted drop in scores was revealed
    between the single years of 2002 and 2003.
  • Content analysis reflected that spelling was
    highest this year, followed by mathematics and
    reading. Language trailed the other content
    areas.
  • Primary grade math was notably high and exceeded
    the national average at second grade.
  • Overall, these data reflected a typical profile
    of shifting scores when a district introduces a
    new test.

ACADEMIC PERFORMANCE INDEX (API)
  • Requires that each school meets targets of
    student achievement
  • Requires that each school makes specified growth
    for all students, called School-Wide growth
  • Requires that each school also makes comparable
    improvement for all numerically significant
    subgroups

The API
  • Is the cornerstone of the PSAA
  • Has scores that range from 200 to 1000 with a
    state target of 800
  • Is based on Californias standards tests and the
    CAT/6 with 80 emphasis on the standards tests

The API
  • Is based on a system in which a single point can
    mean the school did not make adequate progress
  • Provides a base score in February from which the
    October growth score is computed
  • Provides awards to schools for high performance
    depending on the state budget for a given year
  • Based on growth model while test scores are based
    on a status model

The 2003 API
  • In its first year to receive an API, the district
    got a score of 658, which represented a growth of
    32 points over the base API
  • 14 of 16 schools met school-wide targets (Recall
    that Reyes did not get an API and Riveras API is
    being checked for errors)
  • 11 of our 16 schools met both school-wide and
    subgroup growth targets

The 2003 API
  • 4 of our schools were in the red zone and are
    within striking range of the state goal of 800
    (Sheehy 730 Wright 707 Franklin and
    Fremont - 699)
  • Muir attained a 75 point gain (7 times its
    target). Wright attained a 74 point gain (9
    times its target), Sheehy attained a 61 point
    gain (9 times its target) and Tenaya attained a
    59 point gain (5 times its target)
  • Had there been funds in the governors budget, 11
    schools would have received awards for high
    student achievement
