22An Innovation Authorized by the Clean Air Act
- Economic Development Zones are authorized within
the Act - Zones are identified by the Administrator in
conjunction with the Secretary of HUD - EDZ is an innovative strategy tailored to fit a
narrow, targeted problem
23Limited in Scope
- EDZ sources must not interfere with reattainment
of the relevant standard - Zones are intended to allow limited, planned
economic growth while preserving public health - EDZs allow a limited alternative to offsets, but
does not impact other NNSR requirements (LAER,
etc.)

framework document to produce a petition which
