An Innovation Authorized by the Clean Air Act

    the Act
  • Zones are identified by the Administrator in
    conjunction with the Secretary of HUD
  • EDZ is an innovative strategy tailored to fit a
    narrow, targeted problem

Limited in Scope
  • EDZ sources must not interfere with reattainment
    of the relevant standard
  • Zones are intended to allow limited, planned
    economic growth while preserving public health
  • EDZs allow a limited alternative to offsets, but
    does not impact other NNSR requirements (LAER,
    etc.)

  • Little guidance to direct our efforts
  • ADEQ has worked closely with Region VI on a
    framework document to produce a petition which
    addresses both air quality and socio-economic
    components
