2Introduction
- X-Road is an environment for joining Estonian
government databases over - the Internet. By now, dozens of databases and
information system have - been joined now with the X-Road.
- This data resource is a good basis for developing
and delivering - eServices as components of eGovernment.

- The X-Road statistics show that the number of
interactions has risen to - 1 million per month and to 100 000 per day.
- The best eServices have been developed on a basis
of a principle, according - to which paper management, as a bad bureaucratic
history, - has been rejected for all.

- Citizen can give applications over the Internet
- Citizen does not give data, which the IS knows
anyway about the citizen - Citizen does not fill long application documents
and run from door to door - A good example how the state has simplified the
payment system

- Civil servant is free from revising mountains of
paper documents (7) - Civil servant is free from inputting the data
from paper documents - Civil servant is free from checking data in
different databases - Civil servant can start the process by inputting
only the personal code of client - There does not exist any paper applications at all
