Recommendations
  • Government must institutionalise an IIT planning
    process, with specific deliverables being
    identified and tracked as key outputs. GITOC to
    take leadership role.
  • The engagement of the private sector must be
    scaled up to take advantage of the partnerships
    in skills development.
  • An investment must be made to re-engineer legacy
    applications to allow for re-useability and
    integration with newly developed solutions. SOA
    must be used.
  • Government must adopt a whole-of-government
    approach in delivering public services, the
    citizen being the starting point.
  • Government must own the IP to all solutions
    procured

The SITA plan
  • SITA should reduce its role in the execution and
    management of IT service delivery and increase
    its role in governance and influence.
  • EA, IT procurement and IP to be managed by SITA.
  • SITA should play the role of overall co-ordinator
    for government ICT in partnership with OGCIO.
  • The input based contracting (e.g. on resources)
    to cease/decrease and strategic output based
    partnerships, with a certain amount of risk
    sharing, to be utilised (end-to-end contracting
    on services).
  • Build a repository of re-usable services,
    components and objects to be built for the
    benefit of government

  • Represents the Business Genome of SITA.
  • Business Architects to constitute secondees from
    Government LoBs.
  • Technology Architects to constitute SITA
    Permanent Employees.
  • Replaces the current project driven periodic MSP
    process (not actual MSP) utilising much shorter
    integrated (strategy and operations) planning
    cycles.

Benefits Expected
  • Although the initial investment could be high,
    operating costs will start coming down
    drastically.
  • More effective and efficient management within
    government, enabled by integrated information.
  • Greater support for BEE in the private sector and
    the building of key and relevant IT skills.
  • No more confusion about which institution is
    responsible for which service.
  • South Africa can assume a major role in
    facilitating the effective utilisation of IT in
    government, for the African continent.

    monetary (e.g network more easily /conveniently
    accessible, social inclusion, customer
    satisfaction)
