• Start a new document

Setup new document

• Set of document pages(This will vary depending
  on how many pages your CD booklet will contain)
• Uncheck facing pages (if you want)
• Change orientation to landscape
• Verify that you have the correct paper size set
  for your booklet type4, 8, or 12 pages - Use
  Letter. 6 pages - Use Legal.

Set Ruler units to inches

• Go to InDesign Preferences Units Increments
• Set horizontal and vertical units to inches
• You may use metric units if you prefer

Set the zero point of the rulers

• Click in the corner of the rulers and drag and
  drop to zero them out.

Define your layout area using the Rectangle tool

• Create a rectangle that measures the exact size
  of you CD cover layout

Copy - Paste the Layout to Each Page

• Pull guides out from the vertical ruler to split
  your rectangle into a layout that resembles that
  of your mock-up

Save

• Name it CD Cover layout
• Or something similar
