What is the Continuous Improvement Fund?

• Agreement between WDO, AMO, Toronto Stewardship
  Ontario as part of the Blue Box Program Plan
• Incentive fund to encourage effectiveness
  efficiency
• Only for blue box programs initiatives
• 20 of of stewards annual financial obligation
  to municipalities
• Currently a 3 year funding agreement

• Dedicated funding to specific project areas
• Recycling/IWM planning
• MRF upgrades / plastics collection and processing
• Multi-Res enhancement
• Recycling collection
• PE
• Blue box material transfer stations
• Co-operative marketing
• Pending CIF Committee and MIPC budget approval in
  November

Recycling / IWM Plans

• WDO will be reducing funding for municipalities
  starting in 2010
• 2008 Datacall 150 programs do not have a plan
• CIF will develop a base level plan template
• CIF guidelines (draft) include
• Funding up to 75 of cost of plan (maximum
  15,000) for first time programs
• Up to 90 for cooperative plan development
• CIF will proactively engage programs for plan
  development

MRF Upgrades

• Invest in upgrading MRF infrastructure and
  operations
• New energy efficiency evaluation and
  upgrades(ESCO program)
• Plastics, plastics, plastics
• Increasing capacity to process material from
  other municipalities
• Develop new transfer stations to feed larger MRFs

Multi-Residential Enhancement

• Incentives to increase capacity in 20,000
  multi-res buildings
• Program guidelines for best practices
• Funding to establish baseline cart / bin capacity
• Cooperative purchasing of carts / bins
• Cooperative MR PE materials (Project 166)

Single Stream Recycling Collection

• Incentive to move up to 200,000 households to
  automated single stream recycling
• Cost share 50/50 for carts with municipality
• Co-operative purchasing of carts
• Fund the incremental cost for automated
  collection vehicles

Two Stream Recycling Collection

• Incentive to increase curb side capacity for
  plastics and packaging
• Introduce a larger 25 gallon pail or equivalent
• Not to be used for paper/fibre
• Cost share 50/50for 200,000 pails
• Co-operative purchasing of pails
• Additional PE incentives available

PE

• Implementation of Best Practice
• Project 192 PE Planning for Small Programs
• Develop a basic customizable template PE plan
• Development of sample PE pieces for use by
  programs
• Provide funding to small programs for
  advertising/media buys to promote blue box
• Potential for a provincial media buy for blue box

Next Steps

• Develop workshop implementation process for
  integrated recycling plans
• Issue Expression(s) of Interest (EOI) for
  different projects to engage municipalities
• Actively seek additional projects to meet
  individual municipal needs
• Work with municipalities to ensure successful CIF
  applications
• Respond to your needs!
