Labor Migration
  • Background
  • (i) Migration started at the beginning 19th
    century by recruitment in British Army
  • (ii) Opportunities intensified in 1980s
  • (iii) The main pockets for labor migration were
    middle east and south east Asia
  • (iii) Like other south Asian countries the
    migration started mostly with unskilled and
    semi-skilled laborers

underemployment

  • Usually younger people migrate in the age of
    28-30
  • 9-11 of the total migrants are women
  • Government data does not represent women because
    its not prestigious for the women to migrate as
    laborer.
  • At least 1 member of 70 of household works in
    India. The number is 2.5 million (2006).

Features of the Workers
  • Information regarding immigrants is minimal
  • Pre-departure orientation certificate is
    mandatory but in practice, produce fake
    certificate
  • Most of the immigrants are going to India
    illegally. 75-80 of the women, who are going
    illegally are victims to prostitution. They are
    mostly going to India, Malaysia, and Gulf
    Countries.

Migration Policy
  • Although there is a foreign employment act of
    1986, there is no migration policy at present.
  • Government is very seriously thinking about it.

  • There is a NAFEA (National Association for
    Foreign Employment Agency), under which, there
    are more than 400 recruiting agencies, who
    demands two things
  • Demands by the recruitment agencies
  • 2 service charge should be withdrawn
  • 5 tax deduction service
  • security deposit of 3 million Nepalese rupees
    should be removes
