  • COMMUNITY ELECTRIFICATION REVOLVING FUND (CERF)
  • To expand access to electricity, a Community
    Electrification Revolving Fund is being
    established that will provide funds to
    communities in Luanda and surrounding areas.
  • The Fund is being used as a mechanism for
    engaging stakeholders in a dialogue about
    electrification issues and plans.
  • The Fund brings together representatives from the
    community, municipality and the electricity
    service provider to jointly plan and implement
    new electricity service areas.

  • COMMUNITY ELECTRIFICATION REVOLVING FUND (CERF)
  • Participatory approaches are being planned for
    the governance of this fund.
  • Part of the money collected from electricity bill
    payments goes back into the Fund to provide
    capital to expand access to new project areas

  • In conjunction with the GIS work, a comprehensive
    residential survey was undertaken in a pilot area
    in each of the two municipalities. The survey
    results are providing important demographic,
    economic and educational data about their
    citizens that will help the municipalities to
    plan for better service provision.
