NTIA's Spectrum Planning Subcommittee

• As requested by DoC Office of Radio Frequency
  Management (ORFM) necessary documentation for
  Argos DCP downlink at 465.9875 MHz being prepared
• Expect submission to June meeting of NTIAs
  Spectrum Planning Subcommittee through ORFM

MetOp Field Test

• Task issued to Alion through existing OSD Ground
  System contract
• Initial planning completed
• Completion of field testing requested by
  mid-summer
• Commercial equipment using this frequency band
  being sought in order to assess impact of MetOp-A
  Argos transmissions

Discussions with FCC

• Initial discussions with FCC indicate their
  willingness to work with NOAA on seeking a
  solution for access to 460-470 MHz on
  non-interference basis
• FCC suggested including commercial users of this
  band in future discussions

Way Forward

• Conclude on the coordination by November 2008 in
  order to get NTIA approval before the launch
• Request the frequency assignment be placed in the
  Government Master File (GMF). 
• The assignment would be on a non-interference
  basis to systems operating with a primary status
  within the band.
