14 -19 Diplomas
  • 14-19 entitlement to National Curriculum core and
    foundation subjects to a Diploma from 2013
  • Diplomas in 14 broad sector areas at levels 1
    (foundation), 2 (intermediate) and 3 (advanced)
  • All will have functional maths, ICT and English
  • Will combine best of vocational courses with A
    levels and GCSEs
  • Advanced Diplomas alternative route to HE or high
    skill employment
  • Developed by Diploma Development Partnerships led
    by employers (through Sector Skills Councils) and
    universities

The Diploma - Why is it Different?
  • Not simply a vocational qualification
  • Not job specific training
  • Aims to deliver a blend of sector and general
    learning to learners aged 14-19 within applied
    settings and contexts
  • A composite qualification
  • Collaborative development and collaborative
    delivery

Effective working relationships
  • The key partners involved in the qualification
    development process are DDPs, Awarding Bodies and
    QCA
  • The success of the qualification development
    process depends on the strength of the
    relationship between these groups
  • Specifically, it must be recognised that all
    three partners must agree the outputs of each
    stage of the qualification development process in
    order for the qualification to be a success
  • This has been described as a three-way lock

Assessment and gradingprinciples and mechanisms
  • Will be graded, based on Principal Learning
    Project
  • All components assessed and passed for Diploma
    achievement. External assessment will be 8, 12,
    20 of levels 1, 2, 3 respectively

  • Minerva a catalogue and a mechanism for
    aggregating achievements to award Diploma
  • Data issues (and the evaluation) are being worked
    on including impact on Achievement and

  • Schools, colleges and training providers in
    partnership

    roles for specialist schools, CoVEs, training

    of local opportunities

  • Underpinned by rigorous accountability, including
    new progression targets and progress reports

Gateway Results and Next Steps
  • 145 (out of 361) consortia successful with good
    spread involving 97 LAs
  • 31 L1, 44 L2, 25 L3, balance across Diploma
    lines and Regionally c 40,000 learners
  • 30K (or 18K) to develop plans 114 modest
    capital proposals agreed (totalling 45m)
  • 10 consortia to deliver all 5 Diploma lines
  • Next steps detailed curriculum delivery
    planning centre approval by ABs workforce
    development from Sept 2007
