Objectives

• To assess the extent which institutional human
  resource capacity fits with the needs implied by
  strategic plans, action plans, norms, standards
  and practices for malaria control and identify
  unmet institutional HRD needs
• To assess the extent which individual/team
  capacity fits with required roles and
  responsibilities and identify unmet
  individual/team HRD needs

• The tool is designed to be completed and analysed
  by the organisation or team itself, without need
  for an external assessor.
• This could be done in several ways
• As a team exercise, with a facilitator
• As a team exercise, without a facilitator
• By a designated individual, consulting with other
  members of the team
• As a combination of the above, delegating some
  sections to a team member where this is feasible
  and meeting as a team for those sections that
  need more brainstorming and debate
