It is a good practice that is widely applicable
( transferable) at a European level (the 4
Rescue countries the SVT countries)
Best practice

Its relative value must be decided upon from case
to case. The base year for the definition of
(promising) good/best practice within RESCUE is

If these conditions are met, the practice is best

For a good practice to be effective it must be
capable of delivering its objectives within the
constraints imposed by its physical location.
Constraints can be defined by the barriers
imposed by eg adverse geological or climatic
conditions, inadequate skills, deficient
