• Moving on Report of the high level review of
  training packages
• without major changes to the ways in which
  training packages are conceptualised, developed
  and implemented, the model will struggle to
  achieve its purposes and will ultimately fail.

Moving on.. Supporting quality teaching,
learning and assessment

• Training packages assume a high level of
  competence within an RTO to facilitate valid
  training delivery and assessment
• We find an unacceptable high level of confusion
  amongst educators in particular about the
  relationship between training packages and
  teaching learning and assessment,
• The implementation of training packages, is even
  more important than improving them as products.

• The council supports the model (design) of
  training packages
• The council is committed to progress our training
  packages to a point of consolidation (fit for
  purpose)
• As a consequence enable the focus to shift onto
  training package implementation.

Major reform initiatives are

• Unit of Competence
• Reworking the degree of specifications within
  units (fit for purpose)
• Increase industry ownership and provide for a
  more transparent and improved assessment outcome.
  
• A special feature of this work is the inclusion
  of work practice statements
• Work practice statements will simplify the
  capacity to recognise competence.
• The statements will drive a structured approach
  for continued improvement

• a new initiative designed to bridge the gap
  between industry requirements and the capacity of
  RTOs to deliver
• The unit guide concept has received great support
  and recognition they are the missing link.
• Work is nearing completion on a handbook How to
  develop unit guides.

• Rethinking how we can maintain the specified
  requirements for qualifications (AQF)
• Embrace new and flexible models to incorporate
  into training packages
• Give flexibility and choice to employers to
  ensure targeted program delivery.

• This work will underpin the above mentioned
  initiatives.
• A key component of training package improvement
  is the adoption of an integrated content
  management system
• Provides the capability for AFISC to reflect
  efficiencies, quality and stability associated
  with training packages and their improvement.
