Million US dollars - Requirements in RFQ, vendors respond to RFQ (cost
sharing, many participants) - Building on the WMT MPP-1
- Driven by end-user community and participants
- Pilot project initiative with OGC (Open GIS
Consortium).

- SCENARIO PURPOSE
- The initial Scenario drafted by OCIPEP developed
for the CIPI-1 Initiative is intended to - Provide a real-world example of a potential
threat to the Local, Provincial, and/or National
Critical Infrastructure -
- Provide insight into the type of activity the
CIPI infrastructure should be able to support - Provide the basis for the development of Use
Cases, and the identification of data elements,
both local and national, and associated data
sources.

Infrastructure
- SCENARIO DESCRIPTION
- A truck carrying an unknown hazardous chemical is
hijacked in the area of Detroit Michigan. The
truck is moving. - The trucks original final destination was to be a
- business district in Detroit.
- The hijackers inform the local media that they
intend to take the truck to one of the major
border crossings in the area and will detonate
the truck releasing the hazardous chemical.

- The participation of three key classes of
Actors is assumed - The Media
- The Lead Emergency Operations Centers (EOC) of
which there is one for Canada and one for the US - Federal Emergency Centers
- Canada, Office of Critical Infrastructure
Protection and Emergency Preparedness (OCIPEP)
with support from the Department of National
Defense (DND) J2 Geomatics Imagery - United States, Federal Emergency Management
Agency (FEMA) with support from the United States
Geological Survey (USGS) and U.S. Department of
Defense (DOD) agencies.
The prime role of the Federal Emergency Centers
is to access data, enforce information security
policies, and to provide support in consequence
assessment.

- Engage various end users (federal,
provincial/state, municipal) in a cross-boarder
pilot - Strengthen connections between geospatial data
and emergency responders - Help to bridge the gap between users and
architecture (development of technology for user
requirements) - Test the interoperability for critical
infrastructure systems - Prototype the use of security-enabled web
services - Position Canadian industry among the leaders in
web-based geospatial technology.
