1Business Case Development EventConnecting beyond
the Tees Valley
- Jim Darlington
- Chief Planner
- One North East
2Delivering a Sustainable Transport System (DaSTS)
- DfT process for reviewing transport priorities
- Builds on response to Eddington and Stern Reports
- Supporting Economic Growth in a low carbon world
- Investment priorities to 2014 largely set
- New approach to transport planning leading to
Transport White Paper in 2012 - White Paper will set medium / long term
investment priorities in context of 30 year
strategic plan - Contribute to process of preparing Integrated
Regional Strategies
3National Transport Goals
- To support national economic competitiveness and
growth, by delivering reliable and efficient
transport networks - To reduce transports emissions of carbon dioxide
and other greenhouse gases, with the desired
outcome of tackling climate change - To contribute to better safety security and
health and longer life-expectancy by reducing the
risk of death, injury or illness arising from
transport and by promoting travel modes that are
beneficial to health - To promote greater equality of opportunity for
all citizens, with the desired outcome of
achieving a fairer society - To improve quality of life for transport users
and non-transport users, and to promote a healthy
natural environment
4Delivering a Sustainable Transport System
- DfT leading work on examining national and
international networks - Regions asked to lead the review of City Regions
and Regional networks - DfT offering financial support over next
two-years for studies, transport modelling /
capacity - Timing need to report to Government April / May
2010 but compressed timescale
5National Strategic Corridors Tees Valley
place in the national network
6Key Considerations
- Start of a process not the end
- Build on existing Regional and City Region work
RFA, Review of Evidence, Regional Challenges etc - Uncertainty over levels of funding post 2014
- Government target to reduce Greenhouse Gas
emission by 80 by 2050 - Sets context for Regional Strategy work and LTP3
72001 census data indicates contained commuter
flows within the CRs rather than between
themTees Valley rail footfall increasingbut
longer distance commuting important esp. London!
8Tees valley external connections Road
infrastructure
- Simple strategic network A1, A19 and A66
- Relatively un-congested few hotspots
- Not seen as a priority by DfT (except A1
Gateshead Western bypass) - DfT focus is A1/M1 congestion south of Leeds
- Commitments to A1 (North Yorkshire upgrades
welcome - RFA current commitment toward A19 junction
improvements
9Tees Valley external connections Rail network
- Tees Valley as a primary manufacturing / process
location inherited rail infrastructure but needs
upgrading - ECML vital to the Region but service / capacity
issues - Some commitments to improvements (Network Rail
CP4) in advance of the Intercity Express
programme but need to influence CP5 (2014 2019) - Scope for significant improvements (capacity,
signalling, services) - Gauge enhancement to W12 an opportunity and
modest cost - High Speed agenda some issues to tackle
- Support for a HSR national network
- Should be part of a National Rail Strategy
including the classic network - High Speed Rail connection vital to the regional
economy - Proposals will impact on economic geography of
the UK
10Tees Valley external connections Air services
- Regional schedule services provide vital support
to the regional economy including the Tees
process industry - Government policies working against regional air
services (APD, airport regulation, BAA charging
structure) - Decline in services and demand?
- Loss of the Heathrow service from DTVA
11Tees Valley external connections Port
infrastructure and services
- Teesport 3 largest port nationally by tonnage
- Opportunity for freight mode shift (rail and
short sea services) - Can reduce supply chain costs and meet the Green
agenda - PDPorts Logistics Platform delivering investment
and jobs - Increasingly important jobs provider but with own
infrastructure needs - Port access rail capacity and especially gauge
enhancement - Rail access to Midlands and Scotland again
capacity and gauge - Key port access infrastructure rail, A66 and A1
North/South
