  easily access adequate supplies of injecting
  equipment.
• The delivery of focussed drug education
  programmes to drug misusers, young people,
  adults, families and the wider community.

  demonstrate this
• Three quarters of service providers said clearer
  and more consistent operating policies was a
  priority for them.
