10
Legal framework
  • General conditions of the model draft agreement
  • Costs related to parental leave for persons who
are directly carrying out the project are
eligible costs provided that they are mandatory
    under national law.
  • Participation rules
  • Article 17 Appropriate measures shall be taken
to ensure reasonable gender balance when
    appointing groups of independent experts.
  • Art. 19 The model grant agreement shall reflect
the principles laid down in the European Charter
for Researchers and the Code of Conduct for the
Recruitment of Researchers. It shall address, as
    appropriate, activities to increase the
participation and role of women in research and
    activities addressing socioeconomic aspects of
    the research.

11
Principles of gender mainstreaming in FP7
  • Gender dimension of research content will be
    addressed in the work programmes
  • Evaluation 40 objective
  • Negotiation raising awareness, informing and
    checking
  • Reporting workforce statistics and gender actions

12
Evaluation
  • Evaluation of gender aspects, if specified in
    call/ work programme
  • ST Quality
  • Concept, objective, work-plan
  • Implementation
  • Individual participants and consortium as a whole
  • Allocation of resources
  • Impact
  • Contribution to expected impacts listed in work
    programme
  • Plans for dissemination/exploitation

13
Evaluation
  • Selection of experts
  • The European Communities pursue an equal
opportunities policy and aim in particular at
achieving in the medium term at least 40 of
members of each sex in each expert group and
committee (2000/407/EC Commission Decision of 19
June 2000 relating to gender balance within the
committees and expert groups established by it)

14
Groups, panels and committees
15
Guide for applicants
  • a section relating to gender has been included in
the proposal template, to help applicants prepare
for discussions on these issues in any subsequent
    negotiations
  • You may give an indication of the sort of actions
that would be undertaken during the course of the
project to promote gender equality in your
project, or in your field of research. (These
will not be evaluated, but will be discussed
during negotiations should your proposal be
    successful).
  • These could include actions related to the
project consortium (e.g. improving the gender
balance in the project consortium, measures to
help reconcile work and private life, awareness
raising within the consortium) or, where
appropriate, actions aimed at a wider public
(e.g. events organised in schools or
    universities)

16
Negotiation
  • Indicate/Inform
  • The project co-ordinator/consortium that the
Commission attaches importance to gender equality
in research. Inform that reporting on gender
actions and workforce statistics will be
    required.
  • Encourage
  • The project to achieve a good gender balance in
their research team (frequently PhD students are
not employed yet at the negotiation stage)
  • Verify research content
  • Fair treatment of women and men, especially
important if human beings are involved as
    research subjects or when consumer/user/patient/cl
    ient aspects are important

17
Negotiation
  • For (large) CP and NoE
  • Special Gender Actions are possible and can be
re-imbursed as part of the project (see section
on gender in proposal template). This can
    include
  • Establishment of networks, management courses,
training or mentoring activities, measures to
    facilitate work/life balance, outreach activities
    (schools, universities) and collaboration with
    industries
  • The Science in Society programme will establish a
help desk where projects can get advice on the
type of activities that could be included

18

    Science and Society relationship
  • 5.1.1.4 The role and image of scientists (no
    activity in 2007)
  • 5.1.2.1a Capacity building activities for civil
    society organisations and development of
    co-operative research activities
  • 5.1.4 The establishment of University-based
    Research (UBR) expert groups (modernisation
    agenda for universities, evaluation, profiling
    and ranking)
  • Action line 2 Strengthening potential,
    broadening horizons
  • 5.2.1 Gender and research
  • 5.2.2 Young people and science
  • Action line 3 Science and Society communicate
  • 5.3.0.3 Encouraging a European dimension at
    science events targeting the public
  • 5.3.0.6 Research aimed at enhancing science
communication in its methods and its products.

20
Strenghtening potential, broadening horizons
  • Meta analysis of gender research in relation to
the advancement of women in scientific careers
  • Comparative study (US/CAN/EUR) on positive
action schemes in the area of research decision
    making (WP SiS 2007)
  • Help desk for gender mainstreaming
  • 14th International Conference of Women Engineers
and Scientists, Lille, 2008 (named recipient)
  • Expert groups
  •  Women in research decision making ,
  •  Gender and scientific excellence  (not
    established)

21
Strenghtening potential, broadening horizons
  • 5.2.21.2 Teaching methods
  • Actions for promoting the use of context and
    inquiry-based science teaching techniques
actions for bridging the gap between the science
education research community and science teachers
to facilitate the uptake of new science teaching
    methods.
  • 5.2.2.2.1 Images of Science
  • Actions to combat stereotypical images of science
and scientists to promote interest in science
among young people and to promote realistic role
models. Special attention should be paid to
gender specific differences and to the needs of
    young people from disadvantaged,
    under-represented or underperforming groups.
  • 5.3.0.6.1 Cultural differences in Europe related
to the relationship of the public with TV and
    radio science programmes
  • Research to gather data from Member States and
associated countries and to provide an analysis
of how Europeans, according to their nationality,
    gender, socio-cultural background (including
    young people), perceive existing audiovisual
    science programmes.
