• The conventional understanding of quality in
  education is no longer sufficient
• New demands are being placed on education

• Links to economic performance
• Expected outcomes more than knowledge
• Need to monitor outcomes
• Data shows disparity in outcomes
• Diversity places greater demands
• Education as a tool to build societies

A new way to understand quality in education

• Consider its dimensions rather than focussing on
  the traditional inputs and outputs/outcomes
• See it as a dynamic process rather than as a
  linear function
• Understand that it is social and cultural as well
  as technical
