- Estimated cost of the public sewer collection
system is approximately 38 million. - To date, the County has secured approximately
17.0 million in local, State, and Federal grants
for the construction of the El Rio Sewer
Collection System. - Estimated project cost is for the public sewer
system, and does not include the cost of
constructing private sewer laterals, City of
Oxnard Sewer Connection Fee, or abandonment of
existing septic systems. - Phases 1, 2, 3, 4, 5, 6 and 7 were developed
based upon the following criteria - Available grant amount
- Grant eligibility criteria
- Time schedule for a given grant
- Phase 5A is planned to be constructed using a low
interest State loan. - The County is applying for funding through the
American Recovery and Reinvestment Act of 2009
(Economic Stimulus Bill) for construction of
Phases 5B, 5C, and 5D.

- CONSTRUCTION PHASES UPDATES
- Phase I, Strickland Tract Area - Construction
was completed in December 2005. Funded by a
2.5 million State Water Resources Control Board
(SWRCB) Proposition 13 grant and 818,618 from
local funding (Montgomery Lift Station). 100 of
properties connected in Phase 1. - Phase 2 - Construction was completed in June
2007. Funded by a 2.5 million SWRCB
Proposition 13 grant and 637,000 from local
funding. Over 90 of properties connected in
Phases 2 and 4. Fifteen properties still to be
connected. - Phase 3 - Freeway Corridor This project
connected the El Rio sewer system to the City of
Oxnard sewer system. Construction was completed
in August 2007. Funded by a 1.458 million SWRCB
Small Communities Grant and 300,539 from local
funding. - Phase 4 - Portion of South Central
Construction connects Phases 2 and 3.
Construction was completed in June 2007. Funded
by a 652,000 U.S. EPA grant and 938,478 from
local funding. - Phase 5 - Phase 5 is planned to be constructed
in four phases, 5A, 5B, 5C, and 5D. Phase 5A
construction began in late September 2008, and is
scheduled to be completed in February 2010.
Funding is from the SWRCB Clean Water State
Revolving Fund (SRF) Financing Program.
Construction for Phase 5B, 5C and 5D is scheduled
to start in September 2009. - If we do not get Stimulus Plan funds, we will use
SRF loan to construct Phases 5B, 5C, and 5D. - Phase 6 - Construction began in May 2008, and
was completed in December 2008 Homeowners will
be asked to connect to the sewer system after
the sewer trunk line within Simon Way is
completed in July 2009 as part of Phase 5A
beginning in August 2009. Funding is from a
2.155 million grant from the SWRCB Prop. 50
Consolidated Grant Program. - Phase 7 - Construction began in June 2008, and
scheduled to be completed in May 2009. Funding
is from a 1.921 million grant from the SWRCB
Prop. 50 Integrated Regional Water Management
(IWRM) Implementation Grant. Homeowners will be
asked to connect beginning November 2009, after
Phase 6 property owners are connected. - Phase 7A Construction began in December 2008
and scheduled to be completed in May 2009.
Funding is from a 1.1317million grant from the
SWRCB Prop. 50 IWRM Implementation Grant.
Homeowners will be asked to connect in August
2009 along with Phase 6 property owners

- The current State loan program is for a term of
20 years, and an interest rate of approximately
2.6. - County Staff and District 5 Board of Supervisor
have worked with the State Water Resources
Control Board (SWRCB) to extend the term of the
State loan from 20 to 30 years, and to reduce the
State loan interest rate down to zero percent
based on the median income levels of a
disadvantaged community. - The County requested a 30-year loan and a lower
interest rate for disadvantaged communities in
California. The SWRCB is reviewing our request.
A decision is expected by the end of 2009.

- The County is requesting funding for Phases 5B,
5C, and 5D from the Economic Stimulus Plan
funding Bill. - The County will pursue Prop. 84 grants for the
construction of Phase 5D of the El Rio Sewer
System if funds are not secured from the Economic
Stimulus Bill. - Any grants secured by the County for the El Rio
Sewer Project will reduce the loan amount for
Phase 5 construction. - The construction schedule is dependent upon state
approval for funding and construction-related
issues.

Grant up to 5,000 for Very Low Income Property
Owners
- The grant is for private property lateral line
construction, and is for very low-income
property owners who reside in their own home on
the the property. Refer to table at right for
total gross annual household income, depending on
how many persons reside in the home (adults and
children). Total household income on the chart
is the upper amount of annul gross household
income. - Verification of your gross income must be
included, for example a copy of your 2008 Federal
and State Income Tax Returns, Form 1099, W-2 Form
(s), or other verifiable gross income
documentation. - To be eligible for a grant, and before sewer
service can begin, you must either pay the Sewer
Connection Fees or make arrangements to make
installment payments for 15 or 20 years, and
obtain a County of Ventura Building and Safety
permit to connect to the sewer system, construct
the lateral, and abandon the septic tank within
90 days of notification of the completion of the
sewer collection - system.
- The property must be connected to new sewer
system and property owners must provide
construction cost invoices before the grant
amount can be awarded. The plumbing permit is an
eligible expense

- Those property owners who do not connect to the
new sewer system within the approved schedule for
each phase of the project, the Los Angeles
Regional Water Quality Control Board (LARWQCB)
will send a Notice of Violation to the individual
property owners. - A copy of the letter from the LARWQCB Executive
Officer sent to the few property owners in Phase
2 that have not connected is included. - Property owners are subject to penalties of up to
5,000 for each day in which the violation occurs
(sewer discharge to septic systems).
