The population is beginning to decline as falling
births and rising deaths have resulted in a small
natural population increase. This increase no
longer offsets continued net out-migration to
other parts of N.B. and Canada.

32Social Assistance
Social Assistance The Department of Family and
Community Services (FCS) has eight regional
offices. Social assistance information is
collected and maintained with respect to these
regions. The Enterprise Grand Falls Region falls
within the region serviced by the Northwest FCS
regional office (Edmundston). Due to the fact
that this region includes a highly populated
urban center with higher case loads, the
information from this FCS region is not relevant
to the mostly rural Enterprise Grand Falls Region
and therefore no data on Social Assistance
recipients is presented in this report.
The Northwest FCS region is composed mainly of
the counties of Carleton, Victoria and Madawaska.

The chart above demonstrates that for the period
1997-1998, the average number of active claims
increased. From 1998 to 2000, the numbers
dropped with a slight increase in 2001 and then
began to decrease steadily from 2001 to 2004.
