CLC TC9X WG 11 Goals
The scope of new EN 50463 Standards is to fulfill
every possible need related to traction energy
measurement, taking into account TSI basic
requirements specification and suggestions from
UIC.
  • With reference to interoperable railway traffic
    and energy efficiency,
  • a standardized Energy Measuring System is needed
    to serve the following functions
  • energy billing,
  • energy management (e.g. energy saving).

How the prEN 50463 is structured
The EMS general architecture is an abstract
definition of the functional blocks that are the
elements of the EMS itself.
This Set Standards is organized as
follows 1 General description and

Part 1 General
General introduction to this set of standard and
general requirements (unique number, incomplete
data, integrity, authenticity)
Sensors/transducer (analogue as well as digital)
can have multiple outputs, with one of them
dedicated to Energy Meter shared bus can also be
used
The Energy Measurement System shall be capable to
handle the change between all types of traction
systems that the vehicle is intended for, and
shall record each change of traction system.
The Compiled Energy Billing Data CEBD - to
ground at least once per day in case of billing,
the sampling time shall be 1 or 5 minutes)
All the separate components of the EMS shall have
enclosure against tampering, and accessible only
by tools
RAMS specification fail safe (circuit/mechanical

Part 2 - Energy Measuring
The EM Function (EMF) shall measure the consumed
and regenerated active energy of a railway
vehicle. If the railway vehicle is designed for
use on AC traction systems the EMF shall also
measure reactive energy
The EMF consists of the three sub-functions
Voltage Measuring Function (VMF), Current
Measuring Function (CMF) and Energy Calculation
Function (ECF)
Voltage and current and frequency are equal to
the traction supply Voltage ref. to EN 50163
current to related to Rated Traction Unit Current
(90 - 120 of the rated current of the EMF)
All the environmental condition to verify and
test the EMF

Part 3 - Data Handling
The DH System shall receive, produce and store
data, ready for transmission to any authorized
receiver of data on-board or on-ground
The main goal of the DHS is to produce CEBD -
Compiled Energy Billing Data - that are accepted
by all parties connected to the billing of
consumption, transmission or related taxes of the
energy consumption/regeneration of the related
vehicle

Time is given UTC Time/date within 2s accuracy
Energy data in kWh and kVARh Location data based
on the World Geodetic System (decimal degrees,

The DHS can support other functionality on-board
or on-ground with data, as long as this does not
conflict with the functionalities and
requirements of the main goal.

Part 4 - Communication

    existing on-board subsystems
  • Data communication between EMS and the ground.

The application of prEn 50463-4 allows the train
to interoperate in all European Countries using
different communication infrastructures (on
board, DCS specification, com protocols,
application profile)
  • Communication protocols on-board to ground are
    existing technologies
  • ISO/IEC 8802 series LAN and Internet protocols
  • Wireless bearers specified by IEEE802-11 b/g,
    GSM-R, GSM, GPRS, EDGE, UTMS

The protocol TCP/IT specified by RFC1180 shall be
used ftp, ftps, http, https

Part 5 - Conformity Assessment
Part 5 describes the conformity assessment
required to verify that the complete EMS under
installation is in compliance with the 50463 norm.
The documents of each subfunction (50463-2, -3,
-4) describes conformity assessment to be
performed to any single component (or function)
of the EMS
In addition it covers also the re-verification
arrangements and non-regressive conformity
assessment in the case of EMS component's
replacement.
Part 5 manage all tests and its own tests suite
to give also a path to the NoBos to assess the
conformity of the EMS in case of TSI requirements.
Conformity Assessment for TSI LocPas is stated
in 50463-2, 50463-3 and 50463-5 document.

Status of the standard June 2009
prEN 50463-1 ,-2, -3, -4 are in progress 70 to
80 prEn 50463-5 is in progress at 30 to 40
Draft documents will enter first editing in late
august 2009, then sent to secretariat inquiery in
the end of september 2009, and final documents is
expected to be ready in 2010.
Regarding overall accuracy there is not complete
consensus on the method to identify this value
due to some mathematical situation that should
be clarified Regarding this is important and
essential requirement, it shall be necessary to
have a clarification with ERA.
Considering the complexity of the standard (all
the three branches of TC9X) english re-editing
is foreseen.
The test suites to verify the accuracy of the
systems after re-verification (or re-calibration)
and replacement of a single component and how
long they last, are still open discussion point
for the WG11.
