- South Africa is a developmental state with
people-centred state machinery, co-operative
governance and popular participation - E-Government is positioned to help eliminate
fragmented service delivery, improve citizen
convenience, cost effectiveness of government and

- These are challenges as identified within the

11WAY FORWARD
- An Institutionalised e-Government Programme
- E-Government Consultative Process in 2005/6 to
Forge a Common ApproachEndorsement of
E-Government Programme Framework obtained from
GITOC, SITA, PNC on ISAD on 28 February 2006 - Departments and Provinces and larger local
authorities have own web sites and their
coexistence is being promoted. - Batho Pele Gateway released in seven languages on
1 May 2006 - The Phase I Enhancement project is in progress to
capture provincial and local content - The Phase II foundation based on consensus has
been established - Inclusion of e-Government initiatives in APRM is
suggested - Leveraging the IBSA partnership is important
- Alignment with national initiatives such as the
ICT Charter - Support of local content and Open Source is
confirmed - Alignment with broader Information Society and
Development Objectives has been achieved - Firm integration, coordination and alignment
with Single Public Service activities - Use of a number of catalytic transversal
applications to engender stakeholder buy in to
e-Government is being planned.
12Portfolio of Projects
- PIAC advised focus on a single catalytic project
- GITOC task team determined a portfolio of
projects and discussion with SITA and DPSA lead
to a portfolio of projects - The two primary catalytic projects are - Track
and Trace Application- This will allow citizens
to use cellular SMS technology to inquire about
delivery of specific services from Home Affairs
and other citizen facing departments -
E-Health Application This will provide improved
public access to health care. Using ICTs health
workers in rural areas will be enabled to book
confirmed appointments for patients at clinics or
hospitals. ICT based remote diagnostic systems
will enable doctors to diagnose patients over
great distances and prescribe remedies without
patient contact.
13Portfolio of Projects - Other
- eImbizo Customer Relationship Portal This will
allow citizens to relay their experience about
service delivery to government for speedier and
more effective resolution via a user friendly
portal similar to the Indian model. The cause of
democracy will be promoted by allowing citizens
to air their views on issues. - Single View of the Public Servant This will
enable government to better manage its workforce
across the three spheres of government by
ensuring that unique identification exists for
each employee and all information, including
assets can be accessed via the unique identifier.
14Portfolio of Projects - Other
- Single View of Citizen This will design a
system to store and access information about a
user and provide service delivery agents with
different levels of access authority depending on
the service needs. A unique identifier for
citizens will be developed to permit this, and
will again leverage the work already done at
SARS, SASSA, Home Affairs and SITA. - Automated Interactive Voice Response (IVR) This
will be developed to permit citizens to access
government information from the Batho Pele
Gateway using this additional popular access
channel again significantly broadening the
benefits of E-Government for the majority of
citizens. - SMS Enabled Batho Pele Gateway This will offer
access to service related information via the
cellular SMS service for at least the most
popular service categories in a format suited to
this access channel.

- Extend ICT Governance to all national and
provincial departments - Plan and fund projects jointly with SITA and
