• To Establish Order
• Order is the condition of being smoothly
  controlled and predictable
• Govern means to keep something running smoothly
  for the good of both the individual and the whole
  group.
• Rule means to use power or authority in
  controlling others. It stresses the laying down
  of laws or giving of commands.

• Without order, people wouldnt know how to
  conduct themselves in a way that would allow
  everyone to get along.
• Governments establish order by indicating who (an
  individual or a group) is in charge of making
  decisions that affect everyone in the group. One
  persons actions may be limited to allow the
  whole group to operate effectively.

• To Provide Security
• Security is safety or protection.
• People need to be secure from other people in
  their group and outside of their group. They
  also may need security from animals or other
  elements of nature.

• Security may be provided through
• Armies
• Police forces
• Structures (walls, fences, etc.)
• Technology

• Governments make decisions about the kinds of
  security needed and how to provide that security
  to the people.

• To Achieve Common Goals
• A common goal is something that many people are
  trying to achieve or accomplish.

• Growing crops in river valley
• Gaining new territory for settlement or for
  natural resources
• Establishing colonies where trade goods can be
  sold
• Making sure all children receive an education

• Governments enable us to achieve common goals by
  organizing everyones efforts in a way that helps
  us reach those goals. For example, our
  government passes laws that people have to pay
  property taxes so the state will have money to
  support public schools. This helps make sure
  that all children receive an education.
