Situation of rising price

• In comparison with December, 2007, in
  April,2008
• Food( rice) consumption price has been increased
  25.1()
• Foodstuffs consumption price increased
  15,6
• Transportation consumption price increased
  9.5
• Fertilizer price increased from 25-30

Main Reasons

• Inflation rate is increased highly in beginning
  months of the year 2008
• Price of import products for production,
  business, and consumption speedily increased,
  especially fertilizerpestrol,construstion
  materials.... prices
• Effect of disadvantage climate in beginning
  months of Spring rice crop( 40 day of damaging
  cold in January and February).
• Rice distribution system of big Food
  Cooperations are passive in domestic market. Some
  private traders, retailers stored rice to
  speculate and speed up the virtual price storms

• Farming lands are scattered,
• especially rice fields of farmer

• Lack of advanced technology and technique in
  Agriculture production
• Lack of high quality rice varieties

• Climate change affects agricultural production
  (Typhoons,floods,droughts..)
• Urbanization and industrialization take away the
  rice-growing areas.(About 34,330 hectares of
  paddy cultivation land has been lost, converted
  into non-agricultural use from 2005-2007.
• The average yield and quality of rice is still
  low in comparison with other countries in region
• (under 5 tons/hectare)

Challenges

• Unregulated conversion of farmland into
  industrial park, urban areas, construction sites
  will affect national food security and life of
  thousands of farmers.

• Post-harvest loss of paddy is high( about 13 of
  yield)
• Lack of capital to invest to machines,
  post-harvest and processing technology and
  irrigation and drainage systems.

How to ensure food security and quality

• A comprehensive and complete strategy to 2015
  and 2020 on rice development is being formulated
  with contribution of Ministry of Agriculture R.D
  and relevant ministries, institutes,
  organizations
• On 18 April, 2008, Vietnamese Prime Minister has
  signed the Decision No 391 on farmland
  protection and asked local authorities and
  relevant agencies to reassess the land use
  nationwide to minimize the conversion of
  agricultural land and restore rice growing areas
• A policy on Agriculture, Rural development and
  Farmers
• is formulated to assure that Agriculture, Rural
  areas and farmers life will be developed in the
  industrialization and modernization process of
  country

• Objectives and measures
• -To stabilize 4 millions hectares of rice
  growing( 2-3 rice crops per year)
• _ Increase the average rice output and quality (
  at present, there is about 36 millions tons per
  year to meet domestic demand, food security and
  export)
• To apply the advanced technology on agricultural
  and rice production to increase the yield and
  quality of rice,
• To develop tradition specialty rice zones and
  local strains with high quality with original
  brand (Tam xoan Hai hau, Tam Dien Bien...)

• To increase the investment to Agriculture, such
  as high quality seed and variety research,
  environment-friendly farming technology,
  machinery, irrigation, rural infrastructure,
  renovate pre and post-harvest technology and
  processing....
• to build up the mechanisms and to encourage the
  cooperation, linkages between enterprises,
  traders and farmers in rice supply chains and
  farmers can access easy local, national and
  global market

organization do

• VNFU closely collaborate with Govts ministries,
  agencies to carry out rice growing projection
  areas and involve in policy and strategy making
  process on food security at local and national
  level.
• To facilitate farmers to exchange and
  restructure plots of rice fields to create the
  zones of rice growing, avoid the scattered land
  situation at present.
• To conduct extension training courses for
  farmers on advanced technology in agricultural
  production, especially rice production(IPM, GAP,
  Organic rice) and apply the high quality seeds
  and SPS standard

• To organize farmers to produce and sell their
  products by linkages of farmers groups,
  collectives and cooperatives
• To provide the services of inputs and outputs in
  agriculture production, such as loans, technique,
  seeds, fertilizer, market information....
• To assist farmers to run market development
  activities and market information to get more
  benefit from rice production
