PRE-STIP

• Application for funds phase

Surface Transportation Program (STP)

• Annual Federal funds for local agencies with
  populations between 5,000 and 200,000
• Can be used for highways, bridges or transit
  projects

Local Bridge Program

• Projects are selected every two years
• Projects are selected based on the condition of
  the bridge
• The program budget is about 14 million per year

Congestion Mitigation and Air Quality Program
(CMAQ)

• Funds are distributed between 7 areas that
  qualify
• Projects area selected based on air quality
  improvement
• The program budget is about 2 million per year

Transportation Enhancement Program (TE)

• Projects are selected every 2 years
• The process is completive state wide
• ODOT can apply for these funds
• The program budget is about 6 million per year

High Risk Rural Road Program (HRRR)

• The mission of the HR3 is to carry out safety
  improvement projects on rural roads, with
  identified safety issues, to achieve a
  significant reduction in traffic fatalities and
  serious injuries
• The program budget is about 1 million per year

Discretionary Programs

• The following programs are administered by FHWA.
  Project grants are awarded through an application
  process with FHWA

• Historic Covered Bridge Program
• Ferry Boat Program
• Special Congressional Earmarks
• Emergency Relief

DRAFT STIP PHASE

• Projects are selected from the various funding
  programs for inclusion in the draft STIP

Project Scoping

• Additional information is gathered on the project
• Scoping team is formed
• Project site visit
• Prospectus and Estimate are prepared

Project Included in STIP

• IGA is prepared and completed
• Project prospectus is completed
• Federal funds are programmed for PE

Design Phase Starts

• Consultant or Local Agency Staff is assigned to
  perform the design
• Kick off meeting is held
• The project development team goes to work on the
  project

Design Acceptance PhaseFirst Project Review

• Survey work
• Preliminary Design
• Environmental reports

Advance Plan PhaseSecond Project Review

• Plans and Specials
• Right of Way
• Final Environmental (or close to it)

Final Plan StageBid Documents

• All plans, special provisions, environmental
  clearances, and right of way are complete
• PSE package is submitted to Office of
  Pre-Letting
• Project is advertised and bids accepted

Construction Phase

• Contract is awarded to Contractor
• Construction proceeds to completion
• ODOT finals and closes out project
• We are done
