• Team R has 3 options
• Accept a 5-yard penalty from the previous spot
  and have K rekick. (Ks 15 yd line)
• Put the ball in play at the inbounds spot 25
  yards beyond the previous spot. (Ks 45 yd line)
• Decline penalty and take the ball at the inbounds
  spot. (Rs 40 yd line)

rushing and K1 kicks the ball while it is laying
on the ground at his 25 yd line. The ball is
recovered by K, goes OOB, or comes to rest with
no one in possession at Rs 45 yd line. What is
the ruling?

If R declines the penalty, it will be Ks ball
1st and 10 at Rs 45 yd line. If R accepts the
penalty, K will be penalized 15 yds from the spot
(all-but-one principle) and replay the down. (Ks
12 ½ yd line) NOTE 2-24-9 states that when a
ball is loose following an illegal kick, it is
treated as a fumble.
