CMC ACTION
  • CMC will control number of Marines promoted to
    Sgt and Cpl through automated Composite Score
    System
  • Marines not recommended by Commander must be
    reported in MCTFS to prevent the composite score
    being used in the determination of cutting scores
    for that MOS/Occfld

COMPOSITE SCORES
  • Composite Scores post on the DFR shortly after
    the cutoff date for training data
  • Requests for recomputed composite scores must be
    requested when
  • 0000 Composite Scores post on DFR
  • Late Training Data has been reported after
    Composite Scores have posted

  • Missing or late training data must post in MCTFS
    prior to requesting a recomputed Composite
  • Score

RECOMPUTED COMPOSITE SCORES
  • For Type Transaction Code (TTC) 287 002 Request
    for Recompute Composite Score, only report the
    missing or outdated data
  • Recomputed scores can only be requested via
    MCTFS prior to scores posting for the next
    promotion quarter
  • Manually compute composite scores for past
    quarters

ZEROED OUT COMPOSITE SCORES
  • All zeroed out composite scores must be annotated
    on DFR with action taken
  • Ensure zeroed composite scores due to medical are
    adjusted utilizing last PFT/Rifle Score

ELIGIBILITY ROSTERS
  • BCP Recommendation Rosters will be covered by
    MISSO-03
  • Eligibility Rosters must be signed or endorsed by
    the commanding officer with promotion authority
    over the Marine
  • Use cutoff dates contained in promotion message
    to extract Eligibility Rosters from MIPS

ELIGIBILITY ROSTERS CONTINUED
  • Report Not Recommended for promotion on Unit
    Diary no later than the 15th of the month prior
    to promotion period
  • Ensure Service Record Book Page 11 entries are
    properly annotated and signed for Marines Not
    Recommended for promotion

PROMOTION RESTRICTIONS
  • Certain TTCs (i.e. NJP AWD, SCM AWD, SPCM AWD,
    GCM AWD and Weight Control) will automatically
    process a promotion restriction in MCTFS
  • For Marines in a promotion restriction status,
    one page 11 entry covers the restricted period
  • For Weight Control ensure 6105 entry correctly
    annotated in Service Record

  • Promotion Restrictions reported via MCTFS
  • 3 Month (CRB)
  • 6 Month (NJP Suspended Punishment)
  • 12 Month (DUI/DWI from the date of conviction)
  • 18 Month (From date of drug message)

PROMOTION RESTRICTION CONTINUED
  • Termination of Promotion restriction must be
    reported in MCTFS if the restriction was
    erroneously reported or to reinstate eligibility
    if warranted
  • For Weight Control, if members are removed from
    the program, From Weight Control must be reported

  • Promotion section must verify all personnel
    listed on the Recommendation roster as having a
    promotion restriction are valid
  • For Marines pending Administrative Separation,
    report Prom Restriction Admin Sep Pending 12

SELECT GRADES
  • Select grades will post to DFR for all members
    whose composite scores meets or exceeds the
    cutting score and for recommended Pvts and PFCs
    that meet TIG/TIS requirements
  • Report Will Not Promote for members originally
    recommended but become ineligible after
    recommendation rosters are reported

  • Will Not Promote is not to be used in lieu of
    Not Recommended
  • Ensure Page 11s are completed for Will Not
    Promote personnel
  • Will Not Promote must be reported prior to
    first cycle of the month

  • Marines will automatically be promoted in the
    system on the first cycle of the month of
    selection
  • A Delete As Erroneous will be reported when
    Will not Promote does not post in time

REMEDIAL PROMOTION
  • TTC 287 003 Request for Remedial Selection must
    be reported if after reporting Request Recompute
    Composite Score a Marines Composite Score
    exceeds the cutting score for a month in that
    quarter

  • Remedial Selection requests for prior promotion
    quarters are to be submitted to CMC MMPR-2.

EFFECTIVE DATE OF PROMOTION
  • Promotions are not effected until Marine is
    presented with a Promotion Warrant in a promotion
    ceremony

EFFECTIVE DATE OF PROMOTION
  • Example
  • The 1st is on a Saturday. A Marine with a
    select grade receives a DUI/DWI on Sunday the
    2nd. The CO does not have to promote him/her on
    Monday the 3rd.
