Market development - 1
  • Clear, long term commissioning strategies and
    medium term (more detailed) plans.
  • Market development needs to be driven by some
    clear data about demand forecasting of
    population, current service usage and service
    mapping. This would include data of changes in
    service patterns that might be occurring and
    clear information about service user needs and
    service preferences.
  • Commissioners need some good knowledge about both
    actual and potential providers.
  • Clear specifications and contracts (agreed
    broadly with providers)

  • Commissioners need to have clarity about the
    provider types they would wish to work with
    profit, voluntary, third sector etc.
  • Establish fora for regular and meaningful
    communications with all providers for the
    purposes of signalling intentions.
  • Commissioners need ability to listen to providers
    and vice versa!
  • Clear knowledge of the outcomes people need and a
    shift towards outcome funding. (four levels of
    strategic, community, communities of interest and
    personal).
  • Meaningful engagement of service users in the
    process.

  • Encouraging providers to get into knowledgeable
    alliances and collaborations of strength (but not
    partnerships)
  • Meaningful monitoring and review of services
  • Flexibility in contractual framework
  • Clear risk sharing between commissioners and
    providers as a part of the financial and
    contractual framework
  • Having structures to rid the market of inadequate
    providers.

Micro v Macro
Micro requires more individual approach with
better information, greater degree of advocacy,
and more involvement of community in monitoring
of provision. Buying actuality and intentions
need to feed into..... Macro needs improved
long term planning for whole communities across
all areas of activity that signals developments
to the market with clear commissioning and
de-commissioning messages that allow investment
in areas that people need developing.
