2IAGC Activities
- The Global HSE Committee continued with its
smaller core Committee and associated Workgroups
in 2005. In the past, this structure has been
effective in managing issues and projects. - However, the industry has seen the benefits of a
marked upturn in activity and as a result it has
been difficult to obtain members time and
resources for significant new initiatives this
year. Additional lAGC resources (VP Projects
MC UK) were recruited during the year to assist
in partly offsetting this effect. - Committee continues to meet by teleconference 3
or 4 times per year and in addition holds two
global HSE focus events - Autumn in London which is a combined IAGC / OGP
forum AND - Spring in Houston (VTS offices) which will also
be a joint OGP forum for the first time
(April 25 / 26 2006) - We plan to continue to use the IAGC/ OGP Global
Joint HSE Forum, to be held in Houston on 25/ 26
April, to identify issues that our industry feel
we need to action.
3IAGC Activities
This year the HSE Committee completed two work
group initiatives. They were WG 2 Explosives
Standards - A review and update of current
Seismic Detonator Guidelines with references to
minimum training, auditing of manufacturers,
non-detonated charges WG 3 The development
of minimum offset guidelines for seismic sources,
which include vibroseis, dynamite, air guns and
the use of monitoring equipment and best
practices.

- Industry issues identified for 2006
- Land Stepchange Commencing this initiative
- Security Europe based workgroup formed
- OGP 317 Collaboration, review promotion
through OGP subcommittee - IMCA / CMIG - Collaboration with IMCA / OGP for
vessel auditing - Managing residual risk, HiPo examination
Promotion,awareness - Health Malaria, Avian flu Promotion,
awareness.

- When we are considering undertaking a new
initiative, apply the following value - proposition before proceeding with an initiative.
Clearly define the -
- Goals of the initiative
- Timeline for achieving the goal
- Specific deliverables expected along the timeline
and at completion - Metrics to be captured to measure progress.

- Justify the initiative based upon
-
- Monetary impact to the organization
- The ability to influence it
- Are we impacted uniquely by the issues? If not
will others handle it? - (Do others have the same issue ands are they
going to handle it?) - If its not differential to us, let others
handle it - Consensus among organizational members?

- Finally, be sure we have a clear commitment from
the organization members - involved in the decision making process. This is
best measured by identifying

- This is based upon two factors
-
- That a key to our success will be to take on
only the vital issues, and when doing go, work
them efficiently and effectively. This is an
outgrowth of the realization that we have limited
resources, and we aren't very effective when we
take on too much. -
- The assumption that others who are similarly but
more directly impacted will take up the cause,
and will therefore work to influence the issue in
a manner favorable to us.
