2Before the welfare state
- Before World War II there was no welfare state.
- People had to pay for medical and dental
treatment. - The unemployed and disabled received no money
from the government. - Few children were in school beyond the age of 14.
- Many people lived in dirty, rundown houses where
diseases could spread quickly.
3The start of the welfare state
- The government appointed Sir William Beveridge to
investigate the countrys social problems. - The committee led by William Beveridge produced
the Beveridge Report in 1942.

- The Beveridge Report highlighted 5 evils in the
UK. - Want Too many people lived in poverty
- Disease People could not afford to get medical
treatment - Ignorance Only children from wealthy families
or who passed a test at 11 could attend school
after 14 - Squalor Too many people lived in slums
- Idleness Too many people were out of work
5The Labour Government 1945 - 1951
- The government introduced the Welfare State to
combat the 5 evils. - Disease was attacked with the formation of the
NHS - Squalor was attacked with a massive council house
building programme. - Ignorance was attacked with free education (up
to age 15) - Idleness was attacked by nationalising some
industries and setting up businesses in certain
areas.
