Before the welfare state

• Before World War II there was no welfare state.
• People had to pay for medical and dental
  treatment.
• The unemployed and disabled received no money
  from the government.
• Few children were in school beyond the age of 14.
• Many people lived in dirty, rundown houses where
  diseases could spread quickly.

The start of the welfare state

• The government appointed Sir William Beveridge to
  investigate the countrys social problems.
• The committee led by William Beveridge produced
  the Beveridge Report in 1942.

• The Beveridge Report highlighted 5 evils in the
  UK.
• Want Too many people lived in poverty
• Disease People could not afford to get medical
  treatment
• Ignorance Only children from wealthy families
  or who passed a test at 11 could attend school
  after 14
• Squalor Too many people lived in slums
• Idleness Too many people were out of work

The Labour Government 1945 - 1951

• The government introduced the Welfare State to
  combat the 5 evils.

  NHS

  building programme.
