Before the welfare state
  • Before World War II there was no welfare state.
  • People had to pay for medical and dental
    treatment.
  • The unemployed and disabled received no money
    from the government.
  • Few children were in school beyond the age of 14.
  • Many people lived in dirty, rundown houses where
    diseases could spread quickly.

The start of the welfare state
  • The government appointed Sir William Beveridge to
    investigate the countrys social problems.
  • The committee led by William Beveridge produced
    the Beveridge Report in 1942.
