Development Centers
- Presented during the
- ICT4D Visayas Forum
- 8 September 2004
- DepEd Eco-Tech, Lahug, Cebu City
2Rationale
- To empower the host SUCs with capability to
provide the countryside with relevant and
efficient ICT education and services needed to
improve the quality of life of the people.
3Objectives
- Equip the youth of Region 8 with computer
programming, application, and technical skills
with minimal cost in training, therefore
producing IT professionals of adequate and
competitive quality and numbers, sufficient
enough to supply the demand of the local and
international labor market. - Enhance the IT literacy of host SUCs personnel,
teaching and non-teaching through a continuing IT
education. - Enable the host SUC to provide IT literacy in the
region by offering training and consultancy
services to GOs, LGUs, NGOs, and private agencies
on computer applications relevant to their field
of service. - Expand public awareness on Information Technology
programs resulting to the maximum use of
computers in improving productivity and

6Highlights of ITTDC Accomplishments based on the
4-fold functions of the host SUCs
- Impact on Instruction
- Impact on Provision of Extension
- Impact on Research Endeavors
- Impact on IGP Endeavors
7Impact on Instruction
- In most cases, the establishment of the ITTDCs in
SUCs has become the impetus for the offering of
ICT-related degree courses of said SUCs. - Currently, these SUCs are now offering the
following ICT related courses - BS Computer Science
- BS Computer Technology
- BS Computer Engineering
- BS Information Management
- BS Information Technology
- BS Electronics and Communications Engineering
- Associate in Computer Technology
- Associate in Computer Science
- Associate in Computer Secretarial a ladderized
course leading to Bachelor of Science in Office
Management
8Impact on Instruction
Effect on Student Population The new ICT courses
attracted the youths to enroll in the local SUC
resulting to increased enrollment volume. Local
Brains Recruited / Employment Opportunities
Created Due to the expansion of the ITTDC
services and the offering of degree courses in
ICT, a total of 55 (partial figure) new
instructors were hired by the host SUCs. These
instructors also serve as trainers of the ICT
short-term courses regularly offered by the
ITTDCs. Likewise, they are sent to trainings
regularly to upgrade their capabilities to be
abreast with the fast-paced trend of ICT.
9Impact on Instruction

affordable ICT trainings held right in their
area. These trainings are on - Basic Computer Literacy
- Basic Internet Literacy
- Office Applications using Spreadsheet and Word
Processing - Programming with Foxpro
- Automated Computer Aided-Design
- Basic and Advanced Computer Troubleshooting
- Data Analysis using SPSS
- Database Management Systems
- Training on MS-Access Visual Basic
- Web Page Development Using HTML
11Impact on Provision of Extension Services
- Trainings Conducted by the ITTDCs (Cont.)
- Desk Top Publishing Seminar-Workshop
- 2D/3D Computer Aided Drafting
- Web Page Design and Development
- Web Graphics and Design
- Website Development Using NCC Template
- Structural Analysis Using "Microfeap" for CE
Students - Geographic Information System (GIS)
- Multi-media Development Utilization for
Classroom Instructions - Oracle 8i
- Java sa Eskwela Train the Trainer (T3) / Java

- Linux Network Server Seminar
12Impact on Provision of Extension Services
Technical Consultancy Services of ITTDCs ITTDCs
extends technical consultancy services to the
LGUs, government agencies, public and private
elementary and secondary schools, and the
business sector. These are in the form of
tailor-made trainings, system development,
networking, ICT facility resource-sharing, and,
assistance in establishing mini-ITTDCs in the
municipalities. Establishment of Internet
Café ITTDCs established Internet Cafés in the
countryside even before the private cafés has
started.
13Impact on Research Development Endeavors
- Access to Internet provided by ITTDCs eased up
the burden of researchers in looking for related
literatures for their RD projects. - Some ITTDCs Developed Systems that directly aid
researchers in managing RD information - Library Information System (NIT)
- Research Master 2004 (UEP)
- Library Application System (TTMIST)
- Graduate School On-Line Distance Learning (SLSU)
14Impact on IGP Endeavors
- Thru conduct of trainings and consultancy
services, the ITTDCs were able to earn a total of
PhP 706,700 (partial figure). - Increased in enrollment resulted to increase in
tuition and lab fees - The SUCs Internet Cafes managed by ITTDCs also
provided additional income - Income generated is used by the Centers to
purchase supplies and materials for its
operations and to defray training and development
expenses.
15Next Steps
- Link-up the ITTDCs to established ICT Companies
such as SYSTEMA Corporation (Nin-Java) and CISCO
Phils. (CISCO Networking Academy) to produce
world-class trainees. - Interconnect ITTDCs thru the Philippine Research
Education and Government Information Network
(PREGINET) - Come-up with a common website for the ITTDCs
- Lead in the utilization and promotion of Open
Source technologies in Region 8 - Assist host SUCs with their eLearning programs
thru solutions developed by the Advanced Science
and Technology Institute (ASTI) of DOST.
16Challenges
- ITTDCs has to continually upgrade its hardware,
software, and humanware to remain relevant. - ITTDCs are yet to be self-sustaining financially
- Have to work closely with the research and
industry sectors to produce IT solutions needed
to enhance productivity and optimization of IT
resources.
