RACT Demonstration

• RACT (Reasonably Available Control Technology)
  Lowest Achievable Emission Limitation That a
  Source is Capable of Meeting Considering
  Technological and Economic Feasibility
• EPAs Final Rule to Implement the 8-Hour Ozone
  NAAQS Required Areas Classified as Moderate or
  Higher to Submit Demonstration That Their Rules
  Met RACT for All CTG Categories and All Major,
  Non-CTG Sources
• RACT Submission is in Addition to the Areas
  8-Hour Ozone SIP Submittal
• Submittal Due to EPA by September 15, 2006

SCAQMD Approach

• All Sources Are Subject to One or More Applicable
  District Rules Which Have Been Approved by EPA as
  Fulfilling RACT
• Where a CTG Has Been Published After District
  Rule Approval, District Rule Fulfills RACT
• Where Regulation Has Been Approved, but
  Subsequently Amended, No Relaxation Occurred
• That Where EPA Has Not Approved Rules, Regulation
  Fulfills RACT

  CTG, or Other Rules in State
• Applies to 10 Tons per Year of NOx or VOC
