National REDD Frameworks for Peru

• Current National REDD Framework Peru
•  
• Peru is currently in the process of
  strengthening its capacity to address numerous
  environmental issues in the country
• The Ministry of the Environment created at the
  beginning of 2008
• The new Ministry is leading the Governments
  efforts on national climate change and related
  subjects, such as the development of carbon
  credits and REDD
• The Ministry has declared strong interest in
  promoting REDD projects and has repeatedly
  reiterated that it will support the development
  of pilot projects throughout the country, notably
  in the Amazon

• Current channels to direct REDD payments to
  Peruvian PAs
• Protected Areas and REDD Regulations and
  Institutions
• Current national framework allows protected areas
  to develop REDD projects as long as any revenues
  are used to support the protected areas where the
  projects are based
• Currently there are three protected areas in the
  Peruvian Amazon that are developing REDD
  projects, with any resulting revenues required to
  directly benefit their management (Cordillera
  Azul and Bahuaja Sonene National Parks and the
  Tambopata National Reserve)
• The Government institution in charge of the
  national protected area system (SINANPE) is the
  National Service of Natural Protected Areas
  (SERNANP). SERNANP also oversees REDD projects
  being developed in protected areas

•  Current channels to direct REDD payments to
  Peruvian PAs
• Forestry and REDD Regulations and Institutions
• Perus forestry regulations also the development
  of REDD projects in public concession areas,
  including conservation concessions, ecotourism
  concessions and forest concessions
• The Ministry of Agricultures General Directorate
  of Forestry and Wildlife oversees and implements
  the regulations for concession management

• Indigenous and Rural Communities and REDD
•  
• National framework currently allows indigenous
  and rural (campesino) communities to develop REDD
  projects in their legally demarcated territories
• Widespread interest in communities to develop
  REDD project, but organizational and technical
  capacity is needed
• Additional clarity is needed on what Governments
  priorities are for these types of territories
  before REDD projects can be developed

• How could REDD payments actually flow into Amazon
  PAs?
•  
• As noted above, the current legal framework in
  Peru allows for REDD payments to be directly
  channeled to Amazon protected areas where
  projects are being developed
• Example The Cordillera Azul National Park is
  managed through a 20-year administrative contract
  granted by the Government to the CIMA Cordillera
  Azul
• Under its 20-year contract, CIMA Cordillera Azul
  can develop a REDD project and have any resulting
  revenues channeled directly to the Park to cover
  management costs
