What is the HSCD?
  • The Committee's full title is the Special
    Committee on the Situation with Regard to the
    Implementation of the Declaration on the Granting
    of Independence to Colonial Countries and
    Peoples.
  • In 1961, The General Assembly created the HSCD.
  • The HSCD has become a focal point for the
    implementation of the Declaration on
    decolonization.
  • The Committee reviews the Non-Self-Governing
    Territories (on the United Nations list)
    politics, economy and social situation.
  • Its also known as the Committee of Twenty-four,
    because of the number of member. But since 2004
    the Committee now has 27 members.

In order to include more people in the
discussion, and because there is no special
irreversible reason for the size of the
committee for the CNG conference it will be
extended to 70 voting members.

What does the HSCD do?
  • The Committee meets annually to discuss the
    developments in the Non-Self-Governing
    Territories.
  • Its formed by appointed and elected
    representatives that present statements
    concerning the Territories.
  • Dispatches visiting missions to the Territories
  • Organizes seminars on the political, social,
    economic and educational situations in the
    Territories
  • Formulates proposals and carries out actions
    approved by the General Assembly.
  • Makes recommendations concerning the
    dissemination of information to mobilize public
    opinion in support of the decolonization process
  • And examines the assistance provided to the
    people of the Territories by the specialized
    agencies and other organizations of the United
    Nations system.

How will the HSCD work in the XXVI MUN CNG
Conference?
  • The Historical Decolonization Committee will
    discuss historical independence wars taken in the
    context of their utmost activity
  • It will act as the real SDC did formulating
    proposals and courses of action to be presented
    to the General Assembly.
  • The years for the discussion topics will be 1962
    (The Algerian War for Independence) and 1974 (War
    for Independence in Guinea-Bissau).
  • Delegates are to research the position their
    countries held on each of the topics at the time
    in which it took place. Each of the topics has a
    specific date in which the discussion will take
    place. Any documents that are dated after the
    cut-off date WILL NOT BE accepted in debate.

Algerian War
  • The Algerian effort for independence began long
    before the violent conflict that exploded in 1954
  • The first organization petitioning for Algerian
    independence was the Star of North Africa, which
    began operating in 1926.
  • Although originally associated with leftist
    views, the Star developed as a highly
    nationalistic group, which was banned in 1929 and
    operated underground until 1934.
  • In 1950 a revolutionary group known as the
    Revolutionary Committee on Unity and Action
    (CRUA) was established to replace those that had
    been disbanded by the police.
  • During 1954 the CRUA renamed itself the National
    Liberation Front (FLN).
  • On November 1st, 1954, FLN guerrilla forces
    launched attacks in various parts of Algeria.
    This officially began the Algerian War for
    Independence.

Situation in Rhodesia Zimbabwe (Simulacro)
  • The territory of Southern Rhodesia was
    established as a self-governing British colony in
    1922
  • In 1953, Southern Rhodesia was joined by British
    authorities with Northern Rhodesia and the
    territory Nyasaland into the Federation of
    Rhodesia and Nyasaland (dissolved in 1963).
  • In 1965, Ian Smith unilaterally declared the
    independence of Southern Rhodesia from British
    rule but was not recognized.
  • Southern Rhodesia changed its name to Republic
    of Rhodesia in 1970, and was only recognized by
    the apartheid regime in South Africa.
  • The Smith Government in Rhodesia finds itself
    under attack by the patriotic guerrilla groups
    Zimbabwe African National Union (ZANU) and the
    Zimbabwe African People's Union. Negotiations
    between the Government and the subversives took
    place during the 1970s.

Guinea-Bissau War
  • In September 1956, a group of dissatisfied Cape
    Verdeans founded an underground movement aimed at
    achieving independence from Portugal.
  • It was named the African Party for the
    Independence of Guinea and Cape Verde (PAIGC),
    with Amilcar Cabral leadership.
  • By 1963, large-scale guerrilla warfare had broken
    out in the territory.
  • On 24 September 1973 unilaterally proclaimed the
    independence of the Republic of Guinea-Bissau.
