Appeals ad hoc 2006 scope
  • Review and recommend changes to appeals policy in
    SASB Bylaws and Ops Man, to update based on
    experience gained from recent appeals, including
    but not limited to
  • Initial point of appeal
  • Review of a subordinate committee appeal decision
  • Clarification of procedural and technical appeals
  • Clarification to eliminate multiple appeals on
    the same standard
  • Prepare templates for
  • Filing an appeal
  • Conduct of hearings
  • Documenting hearings
  • Issuing appeal panel decision

  • Why are appeals filed only  with the Standards
    Board (mostly too late)?
  • Why are technical appeals (disguised or not) not
    being filed at the Sponsor level?
  • Do we require Sponsors to have an independent
    appeal handling process?
  • What changes do we need to require in the Model
    PPs to state that appeals need to be filed and
    handled fairly  at the Sponsor level?

  • Technical Appeals There are no technical
    appeals.Technical issues are addressed through
    defined voting/balloting process.

  • Procedural AppealsProcedural appeals at the WG
    level to be sent in writing to the
    sponsor.Sponsor will address issues in writing
    within a specified time
  • AudComs model PP requires Sponsor PP include
    an appeal process.
  • Sponsor level action or inaction on procedural
    matters may be appealed to SASB.

Time line for Appeals
  • Appeals have to be filed in a timely manner
  • Time line and dead lines are still being
    discussed
  • Filing of an appeal shall not stop the standard
    development process

Next steps
  • Decide on time line and dead lines for filing of
    appeals at Working Group and Sponsor levels for
    Model PPs
  • Submit a rewrite to the Procom for discussions
    and approval at the December meeting for review
    and addition to IEEE-SASB Ops manual
  • Finalize templates
